BED’s construction and maintenance program addresses a variety of system issues such as age of equipment, outage experience of system components and environmental exposure such as road salt, acidic soils, etc. BED continues to maintain a workforce that has the appropriate level of skills and experience to match the demands of our customer base and electrical distribution system. The City regards its current hazard mitigation efforts carried out by their various departments as adequate to address most winter storms. Ice storms are harder to predict and mitigate, with more damaging potential impacts from loss of power and people being without power and heat for extended periods of time.
