Firstly, city planning in coastline development areas have taken an early phase unified approach that seek to combine a zero-emission district with adaptation measures that address the challenges of storm surge and seal level rise. The plan emphasizes that the focus is to choose adaptation actions that are preventive, that reduce or avoid increased climate impact, and that give advantages in several aspects, for the example in the form of more greenary and a more attractive environment. One example are actions that mitigates the effect of heating waves, hence reducing the need for air conditioning (and the energy use and climate impact related to it). Another is the construction of plant beds loaded with biochar, which delays and purifies storm water, at the time as being a carbon sink.The Environmental and Climate programme sets the overall goal for climate adaptation ("To be a resilient community adapted to the climate changes that are taking place today and which cannot be preented in the future"), but does not itself include specific goals and actions. Defesa Cívil.O desenvolvimento do Plano guiou-se pela perspectiva da bacia hidrográfica, considerando as escalas espacial e temporal, além das demais políticas setoriais e dos planos regionais existentes. O trabalho foi fundamentado na análise de dados secundários (fontes oficiais) e, de forma complementar, dados primários (visitas de campo). Sendo assim, houve momentos junto ao corpo técnico da DAE S.A., Prefeitura e à população. As visitas técnicas e a realização de conferências para apresentação dos produtos desenvolvidos permitiram uma visão mais próxima da realidade. O Grupo de Trabalho (GT), constituído por membros da DAE S.A., também se mostrou-se de extrema importância para o desenvolvimento do Plano.A participação da população e o controle social foram condições fundamentais para efetivação do Plano. Para tanto, foi necessário garantir à população o acesso à informação, por meio da definição de instrumentos, estratégias e mecanismos de mobilização e comunicação social. Assim, foi elaborado o Plano de Comunicação e Mobilização Social que estabeleceu a realização de uma sequência de atividades divididas em etapas, englobando a organização de insumos, divulgação preliminar do andamento do Plano e realização de eventos.Question not applicable
