Esta estrutura foi assim definida, por orientação dada pelo governo local, de forma a maximizar os benefícios decorrentes da elaboração e implementação do plano. O IPCC define medidas de adaptação como ações concretas de ajustamento ao clima atual ou futuro que resultam do conjunto de estratégias e opções de adaptação, consideradas apropriadas para responder às necessidades específicas do sistema. Estas ações são de âmbito alargado podendo ser categorizadas como estruturais, institucionais ou sociais. Por sua vez, mitigação corresponde a intervenção humana específica, materializada através de estratégias, opções ou medidas para reduzir a fonte ou aumentar os sumidouros de gases com efeitos de estufa, responsáveis pelas alterações climáticas. Para a elaboração da Estratégia Municipal de Adaptação às Alterações Climáticas são definidas medidas de mitigação e adaptação para os diferentes sectores identificados como prioritários. Essas medidas são elaboradas em conjunto com os diferentes stakeholders, de acordo com as vulnerabilidades específicas do concelho. Como mencionado previamente, as alterações climáticas integram-se na Agenda 2030 das Nações Unidas para o Desenvolvimento Sustentável, através do Objetivo 13 – Ação Climática Adotar medidas urgentes para combater as alterações climáticas e os seus impactos. A implementação deste objetivo implica uma ação multinível (global, nacional e local) e a múltiplas escalas de governança (envolvendo uma diversidade de atores chave) sendo alguns eixos estratégicos definidos de carácter sobretudo nacional e global e devido ao seu foco na redução de emissão de GEE e que consequentemente exigem um esforço ao nível nacional e global. O PAES inclui acções infraestruturais (i.e. que implicam alterações em infraestruturas, equipamentos ou processos) e acções comportamentais (i.e. que implicam alterações de comportamento nos munícipes, empresas e demais entidades da região), nas áreas da energia, transportes e resíduos. No total foram identificadas 20 acções (13 infraestruturais e 7 comportamentais), que se subdividem em cerca de 65 iniciativas específicas para cada um dos sectores do concelho (Doméstico, Agricultura, Indústria,Serviços e Município). The framework divides City initiatives into nine different categories that measure the health of our community on a holistic level. We are finding areas of commonality in each of the City initiatives we have as it relates to the overall perception of the City. For example, our tree canopy improvements along our major downtown thoroughfare, Clematis Street, is improving walkability downtown, increasing property values, and adding to the natural systems of the urban environment. In 2019 and 2020, Pingtung won the EPA's "excellent" ranking in the environmental protection performance evaluation of city and county governments across the country back to back. The Grand Slam for two consecutive years and various stunning assessment projects can be a benchmark for other cities in the country or even the world.In recent years, PTEPB has combined the concepts of "Adjusting Measures To Local Conditions" and "Improving At The Source" to propose innovative actions with local characteristics. For example, air pollution prevention policy has 8 major projects (including "Nighthawk Early Bird," "Environmental Friendly Stove for Temple," "Construction and Application of Miniature Sensors," "Reducing Fixed-Source Emission Measures," "Control Zone for Sand Dredging," "Open-air Combustion Monitoring and Systems for Agricultural Waste," "Eliminating High-Polluting Motorcycles and Diesel Vehicles to promote environmental-friendly vehicles"). Moreover, the odor sensory sampling team and inspection lab was set up to control the air quality. Setting up a recycling collection team to effectively improve the recycling rate has won the recycling silver award for two years. The vehicle landing inspections at the Kanding incinerator get the effort to extend the life of the incinerator, which won the 2020 first-class evaluation on July 15, 2021, and break the 24-year historical record since its establishment.For environmental education, PTEPB goes deep into the community to foster individuals and communities becoming models of learning benchmarks and create a perfect environmental education example for other cities.After 32 years of hard work, PTEPB finally moves to a brand new building that has the certificate with golden-level green building in May 2021, the "Pingtung County Government Eco-Energy Building." It also won the "National 2021 Golden Award for Best Planning and Design" in the National Excellent Construction. Moreover, the Pingtung County Park, also known as the Taiwanese version of the "Ruhr, Germany." This park was rebuilt from the old water treatment facilities and paper factory transform into a riverside park for families with children to have recreation. By becoming an international spotlight, the park has recently been recognized for its innovative design -- including Special Mention for a Public Project in the 2021 Landzine International Landscape Awards (Europe), and Popular Choice Winner for Public Parks at the 2021 Architizer A+Awards (USA)! Last but not least, under the leadership of Magistrate Pan Men-An, bureaus and departments in the government cooperate with each other for the best integration output.
