Thats why a need for continued lowering of high groundwater arises in a residential area in Høje-Taastrup. For many years there have been problems with high groundwater in the area, and a further dropping of the extraction in the area will mean that the problem will increase considerably. The local district heating company, in collaboration with the municipality, are using the water as an external heat source for heat pumps. The concept are an exploitation of the excess heat in the water from the wells.Dedicated city team- Høje-Taastrup Municipality: Prepares contingency plans, climate-proof municipal buildings, adapts municipal roads, and incorporates climate adaptation in the municipal plan and sector plans.- HTK Kloak A/S: Participates in the preparation of emergency plans, adapts existing sewers to climate change, and performs climate-adapted sewage in new residential areas.- Landowners in Høje-Taastrup Municipality: Protects cellars from flooding, climate-proofing the property, establishing sewage treatment plants.- Landowners along streams: Have the opportunity to raise watercourse regulation cases.Question not applicable

The central objectives of the meeting were to 1) define top local natural and climate-related hazards of concerns, 2) identify existing and future vulnerabilities and strengths, 3) develop prioritized actions for the City of Medford, and 4) identify opportunities to collaboratively advance actions to increase resilience. The City held a community meeting in June 2018 to solicit feedback on the content of the vulnerability assessment. In July 2019, the City held a visioning session between the Medford community members, city staff, and other stakeholders for the adaptation plan. People were divided into working groups to prioritize action areas and come up with suggestions regarding the proposed action items during the visioning session. The prioritized actions areas were: "Buildings & Energy", "Transportation", "Public Health", and "Ecosystems & Natural Environment". More focused working groups (consisting of city staff and Medford residents) were formed based on the above-mentioned prioritized action areas with 8-10 members each, and two sets of meetings were held to further prioritize and develop strategies for Medford to adapt to and mitigate climate change. The City held office hours throughout the Summer and Fall of 2019 to reach out to the larger community. During Fall 2019 and Spring 2020, the city conducted working group meetings to develop, refine, and prioritize strategies and specific action items for the above-mentioned prioritized action areas. An equity workshop was also held in April to make sure the strategies benefit all sections of the society. Due to the pandemic, community engagement efforts were transitioned to an online platform. The City hosted one in-person gathering with members of the Haitian community in Medford to discuss transport accessibility, language barriers, and challenges in accessing City resources. An outreach and community collaboration working group was convened in April 2021 to identify the appropriate channels to educate and raise awareness of climate planning and actions in the community. This working group was held remotely. These discussions are currently being integrated in the city's climate adaptation plan, which will be published later this year.Question not applicable

The subject of this analysis are the urban area of Podgorica, has been divided into 10 planning zones that represent functional and urban units and city municipalities Tuzi and Golubovci (in that moment, I mentioned earlier that Tuzi was administratively separated from the Podgorica, but no territorial division has been made yet). The development of the Adaptation Strategy for climate change together with the vulnerability assessment was done under the Project of Climate change adaptation in Western Balkans, which was supported by the German Federal Ministry for Economic Cooperation and Development, and implemented by the GIZ.Since we did not have any experience on adaptation to climate change before, an expert team (company INFRASTRUKTUR & UMWELT Professor Böhm and Partners – Germen consultancy) was involved, which helped the city working group to apply the recommended standards. In this regard, it was recommended that we deal with the urban part of the city witch characterized by a high building density and the high proportion of sealed surfaces sealing and there is a deficit of green corridors and air exchange. The heat islands in Podgorica are caused by a high rate of surface sealing and a dense structure of uninsulated buildings in the city centre. The lack of green spaces aggravates the situation. This is especially because the rest of the territory of the City is mostly rural. So, mostly the transport system of the city is concentrate on the centre of the town and it is overloaded and the heavy traffic causes an increasing air pollution and noise level. Further, the wastewater management of Podgorica includes a wastewater treatment plant with a capacity of 60,000 p.e. (population equivalent). About 1,000 buildings in the surrounding zone of Podgorica are not connected to these infrastructure systems. In some older districts septic tanks are used. Due to the often unstructured suburban development (informal settlement), it is difficult to realize an infrastructural connection throughout the whole city. This area characterized by a high number of fires especially during the summer. Last but not least, most people live within the boundaries that we have covered with the Strategy.Plan in implementationStandaloneIntending to undertake in the next 2 yearsAs we mentioned in the last report, we have started activities on the development of a new unified document which includes both mitigation and adaptation. We based our decision on the initiative for the financial and technical assistance of an international institution. However, this did not materialize. We are now in negotiations with other international organizations to provide assistance and support to this project. Our current capacities either financial or technical are not sufficient and do not guarantee the obtaining of the Sustainable Energy and Climate Action Plan (SECAP). Unfortunately, due to the COVID 19 pandemic, the initiated projects of international organizations are late with the implementation, so the activities on the development of this document in the initial phaseDedicated city teamThe Mayor of the Capital City has approved the Draft Strategy for Adaptation to the Climate Change of the Capital city Podgorica and the Public Hearing Program, which was starting from March 17, 2016, and ending on April 1, 2016.In accordance with the Public Hearing Program, the Draft Strategy was published on the website of the city - w.w.w.podgorica.me. In addition, it was submitted to the Municipalities of Golubovci and Tuzi, the members of the Assembly of the City and the non-governmental sector through the Center for Development of Non-Governmental Organizations. Also, it was published in the newspaper.During the public debate, citizens and other participants had the possibility to given opinions, written comments and suggestion. The central public debate was held on the multimedia day on March 25, 2016.. Only 9 participants attended the central public debate. The attendees were acquainted with the significance of this document for the City, as well as with the evident consequences of climate change and their impact, not only on the our City, but also on the whole region.Question not applicable

Municipal Master Plan 2019 is structured over 3 themes: City life, housing and business. Landscape, coast and nature. Climate, traffic and technology.YesExamples of smart green solutions and LAR solutions (Local drainage of rainwater) for the benefit of the citizen. The citizen receives a financial gain in the form of repayment of part of the subsidy contribution if they divert the rainwater on their own property. Helsingør Municipality also has other climate-relevant plans, which are integrated into the efforts for the Climate and Sustainability Plan 2020-2030. Including the Biodiversity Plan 2019-2030, which was adopted in June 2019. The Biodiversity Plan is important in the work with climate adaptation, as the nature-promoting measures can be implemented in synergy with climate adaptation initiatives, such as green roofs, rain beds and water basins for LAR solutions. With the Biodiversity Plan 2019, Elsinore Municipality wants to take the lead as a municipality and enhance nature on municipal areas. By combining this Climate Adaptation Plan with the biodiversity plan, a climate adaptation effort will help to support the goal of preserving biodiversity in Elsinore Municipality. Furthermore, by integrating the climate plan with the biodiversity plan, a climate adaptation effort will support the objective that the municipality must be well prepared for the effects of climate change by incorporating climate adaptation into the municipal planning. Elsinore Municipality's Housing Policy 2019 also supports this by ensuring that climate and sustainability are an integral part of urban development. These include requirements for increased biodiversity in local planning, e.g. SUDS and promote sustainable construction through, for example, the use of certification schemes.Community groupIn the climate adaptation plan, risk areas have been mapped and suggestions have been made on how the municipality, Elsinore’s utility company and the homeowners can mitigate and adapt to the consequences of climate change in a collaboration.Question not applicable

Thus, the focus on climate protection is increased, which also means that requirements are set for urban development measures against erosion and flooding, rainwater management and local solutions. The municipal plan's guidelines and general framework conditions are in accordance with the climate adaptation plan (2014). Regional collaborations: The Capital Region and KKR The Capital Region (municipal contact council) has prepared a joint climate strategy for efforts in the metropolitan area. The aim is for both the region and municipalities to be climate-ready and for effective efforts to cross geographical and administrative boundaries. Climate adaptation must be taken into account in urban planning and when building long-lived buildings and infrastructures. The collaboration, called KLIKOVAND/DNNK, expanded the work area in 2017 to include the entire water cycle: rainwater, groundwater and coastal protection. The SDGs:Elsinore Municipality supports the UN's SDGs in the municipality's policies and strategies, including the forthcoming planning strategy. The SDGs are included as an overall guideline for the municipal plan as well as in the Plan for Climate and Sustainablity 2020-2030. Particularly in the field of climate, the world targets (especially targets 7 (sustainable energy), 9 (infrastructure), 11 (sustainable urban development) and 13 (climate adaptation)) ect. have been addressed.Other municipalities: Climate has no borders. The consequences of the climate adaptation plans in the respective municipalities will have an impact across the municipal boundaries. The Municipal Plan contains a guideline that climate measures that have an effect across municipal boundaries must be ensured through inter-municipal cooperation. Helsingør Municipality has municipal boundaries and coastlines in common with the municipalities Fredensborg and Gribskov. Esrum Lake is shared with the municipalities of Fredensborg, Gribskov and Hillerød.The municipalities of Halsnæs, Gribskov and Elsinore have established a collaboration, the North Coast Future, whose purpose is to protect the north coast.Relevant city departmentIn Denmark, spatial planning has been decentralised and has involved the public in the decision-making process since the 1970s.Today the municipalities plan how Danish cities/towns and landscapes are to develop within the overall state and regional guidelines. The municipal plan sets the overall targets and guidelines for the individual municipality's development for a period. The municipal plan contains a large number of guidelines. The guidelines in the municipal plan constitute the daily administrative basis for the municipality when decisions are made in accordance with the legislation. In addition, the guidelines in the municipal plan ensure how to administer in specific situations as well as take care of different societal interests, and that the municipality is developed and protected in the same way.The Municipal Plan 2019 supports and is in line with Vision 2020 to become a sustainable municipality, which was adopted in June 2019.The North Coast Project: It started with a joint handshake in 2014:In 2014, the politicians in the three city councils in Halsnæs, Gribskov and Elsinore municipalities chose to take part in the formal collaboration on a joint coastal protection project, ‘The North Coast Future’.The further work towards permission for beach feeding:In early 2017, the three municipalities held the first briefing meetings for all citizens in addition to the ongoing briefing of the project's stakeholders such as environmental organizations and coastal groups.Later in 2017, an agreement was established with the consultancy NIRAS for advice on the overall pre-design. On this background, a detailed registration has been made, consisting of the condition of the existing coastal protection, bathymetry, topography and current sediments on the stretches etc. It is all part of a coastal technical project, which also forms the basis for the project to ensure sand on the North Coast.Question not applicable

Transparency in political and administrative processes comes with well established routines and the debates on climate change mitigation and adaptation has matured over the years. Political commitment to adaptation:Political commitment to climate adaptation is strong. According to Danish law, municipalities in Denmark are obliged to make adaptation plans, and in Gladsaxe Municipality climate adaptation and mitigation are one of six main objectives in the Municipality Plan. It sets the overall directions and goals regarding urban development in a 12-year time horizon. Closely linked to the Municipality Plan, The Plan Strategy is the City Councils political strategy for physical development of Gladsaxe Municipality – similarly in a 12-year time horizon. Following the overall commitments to adaptation, the current City Councils targets that are more specific are found in the Municipality Strategy 2018-22, where the City Council states that it will prevent or inimize future damages from heavy rain and flooding. Engagement of multiple city departments: The Climate Change Adaptation Plan serves as the platform for planning and specification of the concrete efforts. It is made in a collaborative process involving the four departments in the municipality administration and the local water supply company (Novafos). The Climate Change Adaptation Plan is linked to the Waste Water Plan 2021, which is a plan on how and when the utility expands and renovates the sewage system. An element of that is to separate waste water and water from rain to more appropriately handle both and to avoid the lack of capacity in case of heavy rain. Moreover, the Climate Change Adaptation Plan is linked to the Contingency Plan describing efforts in case of flash flooding. The necessary engagement of multiple departments in the municipality administration is reflected in the division of activities into five parallel tracks:(1) Residential Areas, (2) Business Areas, (3) Construction Projects, (4) Campaigns and Guidance, and (5) Analysis and Development.Question not applicable

It addresses fire-wise landscaping and drought resistance, which helps to protect homes from fire damage and addresses resiliency as it relates to social disparity and the ecological community. The Town of Vail and the stakeholders of this plan recognize wildfire as an inevitable and important component of the natural ecosystem that the community is situated in. Wildfire is a matter of when, not if, and like the ecosystem, the community’s resiliency is dependent upon its ability to adapt to a significant wildfire event. In 2015 Vail Fire developed and the Vail Town Council sanctioned the “Fire Adapted Vail” concept. Fire Adapted Vail is a strategic framework aimed at increasing community resiliency. The framework is developed around the three pillars of the National Cohesive Wildland Fire Management Strategy; Restore and Maintain Landscapes, Fire Adapted Communities, and Response to Fire. This Community Wildfire Protection Plan will provide specific goals and strategies to address the components of the Fire Adapted Vail framework. The purpose of this plan is to identify areas where wildfire hazard and community values intersect and create strategies to reduce the potential impacts of wildfire. The plan should guide and inform community efforts to reduce risks to the community through public education, reduction of hazardous fuels and decreased vulnerability to structural ignition.Regional / state / provincial governmentCommunity Wildfire Protection Plan development brought many stakeholders together including the Town of Vail Community Development and Environmental Sustainability Departments, Eagle County Wildfire Mitigation, USDA Forest Service, Upper Colorado Fire Management Unit, Vail Fire and Emergency Services, Vail Police Department, Eagle River Water and Sanitation District, Colorado State Parks and Wildlife, Colorado State Forest Service, Town of Vail Economic Development, Vail Resorts (Vail Mountain), Eagle River Watershed Council, Vail Valley Partnership, Denver Water, Vail Chamber and Business Association, Eagle County Emergency Management, and Xcel Energy to pull the plan together and gain insight and perspective from all different stakeholders. Beginning in the winter of 2018 a group of stakeholders including local government, federal land management agencies, utility providers, private business and environmental interests met on a number of occasions to develop this plan. Through the planning process the stakeholder group has developed a set of common concerns, strategies to reduce wildfire impact and an initial set of recommendations for implementation. The community has been engaged through a number of community meetings and surveys to better understand their perspective on potential wildfire impacts and support for different mitigation actions. The stakeholder group and community should continue to be engaged through the implementation of this plan.Question not applicable

Since then, the Climate Action Collaborative has been formed to implement the recommendations of the Plan. Letters of intent have been signed by the following members: Eagle County Board of County Commissioners, the towns of Avon, Basalt, Eagle, Minturn, Vail, and Red Cliff, and by Colorado Mountain College-Edwards Campus, Eagle County School District, Eagle River Water and Sanitation District, Eagle River Youth Coalition, Edwards Metro District, Holy Cross Energy, R.A.
