There is a need to achieve a sustainable balance between development activity and the conservation of the environment and ecological balance must be maintained. | Dedicated city team | San Carlos City employed a participatory and consultative approach among the public sector for governmental and non-profit agencies, and in the private sector for businesses related to disaster preparedness. Through research, design, and analysis of data, a plan can be created for some aspect of a community. This process typically involves gathering public input to develop the vision and goals for the City and its community. A regular workshop on DRRM & LCCAP preparation was facilitated by the REGALA project that involved a diverse set of stakeholders in the planning process including government and private sectors to ensure that the final plan comprehensively addresses the study area. A combination of quantitative and qualitative research techniques was adopted to generate more comprehensive and accurate data. Geographic Information Systems, or GIS, was utilized as a very useful and important tool in land-use planning particularly for quantitative methods. On the other hand, qualitative methods dealt more on the analysis of the City’s strengths, weakness, opportunities and threats. The results of the quantitative and qualitative methods served as basis for policy recommendations put forward in the DRRM & LCCAP. Furthermore, the series of workshops conducted also enabled stakeholders to assess and evaluate all aspects of the plan.

These workshops have been centered on a number of posters that provided an overview of potential actions and measures that the City can implement to engage 2018 CAP strategies and accomplish goals. Additionally, on February 21, 2017, a PlaceSpeak topic was posted to gather public input using an online platform, to provide the same information on the 2018 CAP process, and receive input on the proposed reduction strategies; identical to those evaluated at the public workshops. All comments received were tracked and evaluated for inclusion in the 2018 CAP. A majority of comments were incorporated into the 2018 CAP. Additional context from the plan below: Along the North Shore, Beverly and Salem form a hub of history, culture, and economic activity. Linked by bridges and a shared rich heritage, Beverly and Salem are also connected by a collective vision for a resilient future in the face of climate change. We are embracing a proactive, collaborative approach in this Climate Action and Resilience Plan to limit climate change to 1.5 degrees Celsius by reducing our greenhouse gas emissions and to build resilience to its unavoidable impacts. | Plan in implementation | Integrated mitigation / adaptation | Yes | All actions in the CAP were evaluated for their contributions toward 6 core principles: GHG Reduction, Community Resilience, Healthy Natural Ecosystems, Economic Vitality, Equity, Public Health | Consultant | Over the course of nearly a year, one which was hindered by a global pandemic and forced the Cities to shift engagement to an entirely virtual approach, the Cities of Beverly and Salem reached over 50,000 people utilizing various engagement tools and tactics. The Climate Action Advisory Committee (CAAC) was responsible for guiding the process and shaping the plan. The 45-member Committee consisted of municipal representatives from both Cities as well as key stakeholders from state and regional agencies, utilities, local colleges and universities, non-profits, businesses, and student and environmental groups. To ensure we could reach some of our most affected audiences, we identified and compensated local community-based organizations -Equity Partners- to help understand ongoing needs and make connections between their priorities and climate change. Equity partners were provided training, participated in focus groups and interviews, and promoted Resilient Together through their newsletters and social media. Paid Ambassadors helped gather more than a thousand survey responses, collected personal testimonials, gave presentations to community groups, hosted a well-attended online panel discussion, and held conversations with community members. | Question not applicable

The capacity of adaptation to the adverse impacts of climate change is one of the most criticalcharacteristics of "resistant" cities as is known. For local governments, the capacity of adaptation to climate change is undoubtedly very closely related to the preparedness of very diverse local andnational organizations and bodies and their medium-/long-term strategies. Consequently, it should be pointed out that the outlook of urban stakeholders on the district is an wholistic assessment ofthis complexed subject involving many actors and is not limited to the local government. Selfassessment was incorporated into a radar chart as an average of replies to a series of questionsprepared for each theme. The questions allowed the experts to grade the district's current condition for climate adaptation at a scale ranging from "less prepared" to "highly prepared". The lowest score for positions named as Initial Stage, Development Stage and Advanced Stage is 1, while the highest one is 9. The chart given below reflects the general assessment of every topic. The questions that help the development of the radar chart are included in the appendix to the report as listed by themes. The conclusion is that the district is at the late "Initial Stage" in the thematic areas of "Public Health", "Green Spaces and Corridors" and "Urban Heat Island Impact" andat the early "Development Stage" under the topics of "Administrative Organization and Planning" and "Urban Waters and Rivers". Consequently, it can be inferred that Kadıköy underwent the first stages of being a "resistant" town and now is ready for getting to the stage of activity planning and implementation. The recommendations for long-term strategies relating to the adaptation to urbanclimate change impacts are sought through the answers to experts' questions in the 2nd part of the workshop, starting with the omissions in health and living comfort that have a direct impact on town dwellers. | Question not applicable
