Tuvieron como objetivos concretos: Exponer avances en cuanto a diagnósticos sobre escenarios de cambio climático e inventarios de emisiones de GEI en la región, recopilar información e insumos para consolidar el diagnóstico, generar involucramiento por parte de las autoridades y representantes de los pueblos indígenas, autoridades municipales y de otros sectores relevantes, diseñar una primera serie de medidas para atender las necesidades detectadas. Las medidas obtenidas de estos primeros talleres, se organizaron bajo los enfoques usuales de adaptación y mitigación del cambio climático. Cada medida diseñada respondió por lo tanto, al diagnóstico técnico que fue presentado a los participantes, como al diagnóstico participativo desarrollado en los talleres, el cual se derivó directamente del conocimiento de estos actores sobre el entorno y problemáticas de tipo climático de la región. Estos talleres tuvieron una nutrida participación de autoridades indígenas y de autoridades de todos los municipios de la región, así como representantes de otros sectores como el académico y agropecuario. La segunda fase del proceso participativo, o fase de consulta pública, se realizó entre el 25 de noviembre y el 14 de diciembre de 2017. Y consistió en tres modalidades distintas. La primera involucró la realización de talleres en la región, durante los últimos días de noviembre de 2017, con visitas a tres municipios: Mezquitic, Colotlán y Chimaltitán. En estas sedes se realizaron 4 talleres con actores, sectores, autoridades indígenas y autoridades municipales. El taller del día 27 permitió cubrir a los actores de Mezquitic, Huejuquilla y la comunidad Wixárica; el del 28 a los actores y sectores de Colotlán, Villa Guerrero, Huejucar, Totatiche y Santa María de los Ángeles; y el del día 29 a Chimaltitán, San Martín de Bolaños, Bolaños y la comunidad Tepehuana. Estos talleres formaron parte de la modalidad presencial de la consulta pública del programa regional y los programas municipales. Addressing climate change challenges through only one lens (either mitigation or adaptation) can lead to trade-offs and one could undermine the other. There are many overlapping actions between our Climate Change Adaptation Plan and our Energy and Emissions Plans. Actions such as targeting growth in particular areas of the City and creating complete communities will lead to mitigation through densification (people living closer to work and amenities) and adaptation as targeted areas are further from the river and therefore less flood prone.Dedicated city teamThe identification of potential impacts included 15 workshops with staff from various divisions and departments throughout the City; individual stakeholder meetings; and two public consultations, including an in-person consultation and one online survey.Staff workshops consisted of a presentation of information on climate change and adaptation in general and a presentation of the local projections. Participating staff were asked if the projected changes would impact their work and/or areas of responsibility if they were to occur and how.Public consultations that were focused on identifying potential impacts included an in-person consultation and an online survey. The in-person consultation began with a brief presentation on climate change and a presentation of local climate change projections to the participants. The participants identified what they value in/about Fredericton and then were provided with a climate change scenario and asked to identify how the scenario would impact them, how they would like the City to prepare so that the impacts would be minimized, and how they would prepare. There were more than 50 individuals that participated in this consultation, which generated hundreds of individual responses on impacts and actions. Each table of participants was asked to report back their top insights on potential impacts, which generated 76 impacts to be assessed by the Adaptation Committee. In December 2019, an online survey was launched to gain additional insights from the public on climate change impacts and actions.Individual stakeholder consultations included more informal conversations with representatives from organizations that could provide insights into specific projections and impacts and provide advice on vulnerabilities and risks and potential actions that could address impacts that were heard in the consultations with staff and the public. These conversations were held with individuals representing NB Power, Public Health, Red Cross, New Brunswick Lung Association, New Brunswick Economic and Social Inclusion Corporation, UNB Sustainability, and the City’s Youth Action Team.Question not applicable

The latter were consulted through three different routes: •A WMCA-hosted survey, which we pushed out through our own communications channels and in partnership with communications teams in the local authorities.•A Facebook Messenger questionnaire run using chatbots and coordinated for us by a company called Novoville who have done similar work for other local authorities on their climate change plans.•Through in-depth workshops run by an organisation called The Democratic Society.Business and organisation responseThese responses were received through email/ letter and the preparation of standalone documents to reflect on WM2041, the actions that were highlighted and the overall approach to taking action on climate change. We asked four questions as part of the consultation:•Was anything missing?•What are the barriers and challenges as well as the opportunities?•What should accountability and governance look like?•How should we involve citizens?We continue to engage with a wide range of stakeholders on the principles and goals of the #WM2041 strategy. Most recently, we have been working with Sustainability West Midlands to understand the possibility of developing a regional adaptation plan. This is currently focused on the wider West Midlands regional geography, rather than the WMCA area, but we are exploring whether there is an additional demand/ need for a combined authority approach. An initial workshop was held on 19th July 2021 and the work will continue from now.Question not applicable
