El municipio como participante en este proyecto, obtuvo la creación de capacidades sobre las causas del cambio climático, sus impactos en los diferentes sectores productivos que traen como consecuencia una repercusión en la calidad de vida de la población, comprendiendo que las decisiones en el nivel municipal pueden ser usadas para contribuir a la solución de este problema mundial que representa el cambio climático. A partir del análisis elaborado en el presente documento algunas de las medidas/políticas para reducir las emisiones de GEI así como sus impactos de la vulnerabilidad conllevarán los siguientes co-beneficios al municipio:*Diagnóstico general de las emisiones de GEI que el municipio emite en las diversas actividades humanas.*Identificación de los sectores a los que las medidas de mitigación se pueden enfocar.*Diagnóstico de la vulnerabilidad actual del municipio.*Conocimiento de posibles medidas de adaptación a los impactos del cambio climático.*La obtención de beneficios económicos por la implementación de las medidas de mitigación.*Conocimiento de planeación de desarrollo municipal con respecto a obtener mejores prácticas sustentables.*La identificación de emisiones de GEI tiene como consecuencia inmediata la disminución de contaminantes locales.*Los inventarios mejorados permiten identificar fuentes y sumideros de GEI en forma confiable y tomar decisiones respecto a medidas de respuesta apropiadas.*La reducción de emisiones de GEI mejora de vida en distintos aspectos.* Posible acceso al financiamiento internacional para las acciones que contribuyen a hacer frente al cambio climático.Por medio de este proyecto se establecerán relaciones estratégicas y alianzas entre los municipios participantes, organismos y asociaciones nacionales e internacionales, y gobiernos locales.Relevant city departmentEl PACMUN será congruente con los mecanismos de Planeación del Desarrollo Municipal existentes y se integrará a los que actualmente operan, como son las políticas públicas, programas, proyectos y actividades relacionadas que se indican a continuación:*Plan Nacional de Desarrollo 2019-2024, en el eje de Política Social, apartado de Desarrollo Sostenible se menciona que el gobierno mexicano esta comprometido para impulsar este desarrollo con correctos mandatos éticos, sociales, ambientales y económicos que deben ser aplicados en el presente para garantizar un futuro habitable y armónico.*Estrategia Nacional de Cambio Climático: esta estrategia identifica medidas, precisa posibilidades y rangos de reducción de emisiones, propone estudios necesarios para definir metas más precisas de mitigación y esboza las necesidades del país para avanzar en la construcción de capacidades de adaptación.*El Programa Estatal de Cambio Climático Guanajuato, es un programa que busca iniciar acciones en tres aspectos estratégicos fundamentales: la Mitigación de emisiones, la Adaptación y la Educación Ambiental. Esto incluye la recopilación de datos existentes, la generación de nuevos datos y la adaptación de los datos de inventario para su uso. En este caso, uno de los mayores retos para realizar el presente inventario de GEI, se debe a las limitaciones en la calidad y disponibilidad de datos de actividad por la falta de un Sistema Nacional de Información. Como una guía, se tomó de referencia las metodologías propuestas por Imbach 2015, e Imbach 2016 el cual describen/proponen una serie de pasos para la elaboración de las Estrategias Locales de Adaptación al Cambio Climático -ELACC-. Donde además, a esta metodología, se le adapto el componente de mitigación, de tal manera, el presente plan incluya los componentes de mitigación y adaptación al cambio climático (Ver Figura 2). Para realizar estos trabajos, se utilizaron distintas herramientas tales como; talleres de planificación, talleres participativos, grupos focales, entrevistas semiestructuradas. Por lo tanto, los resultados son de carácter orientador y su finalidad es aportar información básica integral y alentar la reflexión acerca de la situación actual de los medios de vida y las acciones que deben tomarse para adaptarse a las condiciones locales y futuras producto del cambio climático, de tal manera se construyan territorios resilientes ante el cambio climático. La parte cuantitativa, se refiere a la información generada en el Inventario de Gases de Efecto Invernadero -GEI- del municipio de San José, ya que mediante estadística descriptiva, se presentan los resultados de la cantidad de GEI que el municipio está emitiendo, producto de las diferentes actividades y consumos que se realizan en el territorio. El inventario de GEI es el resultado del trabajo que realizó el ICC en el año 2018 con el apoyo del proyecto USAID/Desarrollo con bajas emisiones. A continuación en la figura dos.Plan in developmentIntegrated mitigation / adaptationYesel presente documento constituye una herramienta fundamental para las municipalidades que integran la Mancomunidad Sureña para el Desarrollo Integral -MASUR-, ya que se describe la hoja de ruta que el gobierno local debe considerar, para trazar las metas y medidas que deben ser implementadas para mitigar y adaptarse al cambio climático, bajo las particularidades de cada territorio. Ya que se tomó de base, el inventario de Gases de Efecto Invernadero -GEI- que a nivel municipal realizó el Instituto Privado de Investigación sobre Cambio Climático -ICC-, con el apoyo del proyecto USAID/ Desarrollo con Bajas Emisiones. Mientras que el análisis de riesgos y vulnerabilidad ante amenazas climáticas de la zona para las medidas de adaptación, provine de trabajos realizados en años anteriores por el programa de Gestión de Riesgos y Desastres del ICC, que además, fue complementado con talleres que se realizaron con representantes de diferentes comunidades de la zona, para conocer la percepción comunitaria ante las amenazas climáticas bajo el enfoque de medios de vida. Este último proceso, fue coordinado con el gerente de la Mancomunidad y con los representantes de las municipalidades que integran la MASUR. Es importante mencionar, que la elaboración del presente documento, surge dentro del apoyo interinstitucional entre ICC y el Fondo Mundial para la Naturaleza (WWF por sus siglas en ingles), ya que esta última organización, invito a las municipalidades que integran la MASUR, a participar en la iniciativa denominada “Desafío de Ciudades” el cual, es una competencia entre ciudades de todo el mundo que consiste en que los gobiernos locales reporten sus planes, programas y acciones de Desarrollo Urbano bajo en emisiones de cambio climático, de tal manera, se tenga una transición hacia un futuro sostenible y la acción climática para cumplir con el acuerdo de París. In January 2020, the Council published a “Framework SWT Carbon Neutrality and Climate Resilience Plan” for public consultation (the Framework Plan). Consultation ran from 20th January to 2nd March 2020. The Framework Plan was a high level document which set a level of ambition for our climate action, identified directions of travel and key early tasks, made some early commitments and identified actions we had already recently taken. It was prepared to have clear synergies with the county-wide Climate Emergency Framework (which was available for consultation at the same time), building on the workstreams and key themes identified within that document. A Summary Document was also produced, which summarised information from the SWT Framework Document and the Somerset Climate Emergency Framework into a more digestible and accessible four-page summary. he purpose of the consultation was to spark a conversation about how we would (collectively as a community) look to develop and ultimately deliver our district’s action plan and to ensure it was well informed by the views and experiences of our communities. A secondary purpose of the consultation was to raise awareness of the need for action and how the Council was working to co-ordinate this. The document itself was a vehicle for driving stakeholder engagement and public consultation, but consultation was much more about engaging the public than a traditional consultation exercise aiming to get comments on a document.During the consultation, numerous consultation methods were employed including roadshow events hosted jointly with consultation on the Local Plan Issues & Options document; an online survey; attendance at Area Panel meetings; information on the website; social media posts; press releases; and one-to-one meetings with key stakeholders/interested parties.
