The area of enforcement for land-use systems is still limited to very local scenarios which hardly has regional application. Even though there are statutory frameworks for spatial planning frameworks, limited capacity at the relevant public agencies unduly delay permit application processing hence developments going ahead of planning. Land holding systems are also complex and are largely under the custody of traditional authorities and not the state. Under this scenario, government would have to acquire land at commercial values and sometimes under unfavourable conditions for public infrastructure development. A one-stop shop process is currently in place with a recent climate consideration factor policy to incentivise green buildings through lower permit fees. On the issue of encroachments in the public right of way, there is generally a lack of political will to enforce against such infractions. However the City of Accra has sought to streamline some stages of the property development permit application.

The project has four components. The first component is the provision of environmental sanitation and water supply services to priority low-income areas of the GAMA. The second component is improvement and expansion of the water distribution network in the GAMA. The third component is planning, improvement, and expansion of GAMA-wide environmental sanitation services and the fourth component is the institutional strengthening of municipal, metropolitan and national institutions.Accra has benefitted from direct drainage infrastructure construction under the GAMA project to reduce the effect of flooding in poor neighbourhoods and flood-prone areas of the City. Over 2,000 household sanitary facilities have been provided in low-income neighbourhoods across the city to improve the management of liquid waste and forestall associated disease outbreaks that are exacerbated with perennial floods. The overall goal is to eradicate the negative environmental impacts of open-defecation practices
