Investing in a number of energy efficiency and renewable energy measures allows a more complete and systematic solution of energy renewal, instead of investing in only one separate measure.Reconstruction of public buildings includes the implementation of energy efficiency measures (thermal insulation of the building envelope, replacement of existing lighting energy efficient, installation of recuperation, modernization of the heating and cooling system, energy substitution, remote reading of energy consumption) and application of the renewable energy system (solar collectors, photovoltaic systems , heat pump) on these same buildings.The program includes energy-inefficient buildings from the ZagEE Program (Zagreb Energy Efficient City - ZagEE for the period 2013 - 2017, adopted by the City Assembly of the City of Zagreb, at the 9th Session, November 28, 2013), for which the energy renovation and buildings owned by the City of Zagreb meet the criteria for applying for the Call of the Ministry of Construction and Physical Planning on the submission of project proposals "Energy Recovery and Use of Renewable Energy Sources in Public Sector Buildings" have not been implemented, on the basis of which it is possible to achieve EU co-financing of complete energy renewal.The EOZ program includes energy renovation of 88 public buildings with the aim of saving energy by more than 50%, improving the functionality and lifetime of buildings and improving the working conditions for users of those buildings. With its implementation, it is planned to achieve significant savings of 21.943 MWh of heat energy on the annual level, to produce energy from renewable energy sources of 1,101.63 MWh per year and to reduce greenhouse gas emissions by 6.276 tCO2 per year.Public purpose buildings owned by the City of Zagreb were considered, including city administration buildings, kindergarten buildings, primary and secondary schools, elderly homes, healthcare buildings, local self-government buildings, sports buildings and cultural buildings.
