Afin d’alimenter l’Étude d’Orientation de la Planification Énergie et Climat de la commune, prévue dans le cadre de ce projet, un rapport de diagnostic, remis en juillet 2017 par COPADEN, a permis d’évaluer les émissions de Gaz à Effet de Serre (GES) émis sur le territoire communal de Cocody et les villes environnantes du District d’ABIDJAN sur l’année de référence 2016. Ce diagnostic présente une photographie de la situation des émissions de GES sur le territoire de la commune de Cocody et les villes environnantes du District d’ABIDJAN en 2017 et 2018. L’étude porte sur le territoire de la Commune de Cocody voir CARTE.Toutefois, du fait de l’interaction de ce territoire avec les autres communes du District d’Abidjan ainsi qu’avec le reste de la Côte d’Ivoire (flux vers Yamoussoukro, Bouaké et vers Korhogo…), l’étude devra porter, quand de nécessaire, sur l’ensemble de la Côte d’Ivoire.En posant les bases nécessaires à des simulations de projections à horizon2030, son but est d’ouvrir la voie à un travail complémentaire sur l’établissement de scénarii bas-carbone à horizon 2030. Cette analyse, présentée dans le présent rapport, doit ajouter une dimension temporelle à la « photographie » de 2017 puis ensuite de 2018 enfin d’évaluer l’évolution des émissions de GES sur les deux (2) ans pour ensuite mettre en perspective les résultats à l’horizon 2030 et, ainsi, aider à la formulation de recommandations stratégiques pour appuyer la définition d’un scénario bas-carbone ambitieux pour la réduction des émissions de la commune sur le moyen-long terme.

L’étude porte sur le territoire de la Commune de Cocody voir CARTE. Toutefois, du fait de l’interaction de ce territoire avec les autres communes du District d’Abidjan ainsi qu’avec le reste de la Côte d’Ivoire (flux vers Yamoussoukro, Bouaké et vers Korhogo…), l’étude devra porter, quand de nécessaire, sur l’ensemble de la Côte d’Ivoire.Avec l’approche inventaire territorial retenue, les émissions prises en compte sont les émissions directes (Scope 1) et les émissions indirectes associées à l’énergie (Scope2) pour tous les secteurs étudiés.Dans le diagnostic, six secteurs ont été définis et analysés : (i) le secteur résidentiel ; (ii) le secteur industriel (usines et unités de transformation) ; (iii) le secteur tertiaire ; (iv) le secteur transport ; (v) le secteur déchets ; et (vi) le secteur agriculture et forêt.Les différents postes d’émissions de gaz à effet de serre ont pu être identifiés et classés en fonction de leur importance. Les activités liées à la production et à la consommation d’énergie constituent de loin les principaux postes d’émissions de gaz à effet de serre de la commune.
