12938931173Comune di MilanoEuropeItalyIntroduction0.1Please give a general description and introduction to your city including your city’s reporting boundary in the table below.2Description of city1City boundaryThe City of Milan is located in the north of Italy, in the Po valley, a densely urbanized plain surrounded by the Alps on its northern side. Its territory, covering around 182 km2, is rich in water: several natural rivers and creeks flow in the city, such as Lambro, Olona and Seveso, together with a network of artificial watercourses, canals (“Navigli”) and man-made basins (Darsena and Idroscalo).Milan has a temperate and humid climate, with a significant annual temperatures range (hot summer and cold winters) and little ventilation, causing the stagnation of fog and air pollutants. Rainfalls are evenly distributed along the year. In the last few years, both fog and rainfalls have become less frequent, with shorter but more intense weather events. Milan has a population of 1.395.274 inhabitants (as of 31 Dec. 2018), but every day around 808.000 city users travel to the city. In the last decade, Milan has registered an increase in the resident population of around 7,8%, in line with the metropolitan and regional trend. This is mainly due to the rise in the number of foreigners (+47,1% in the period 2008-2017), who now reach 19,8% of the inhabitants, and of youth, in particular those between 19-24 years old (+21,7%). In fact, Milan hosts 8 universities, attended by almost 200.000 students, 6,7% of whom come from abroad. For what specifically concerns the subjects of environment, energy, and innovation, 20 universities and R&D centers are located in the city. Milan is considered the Italian economic capital, thanks to the presence of 208.261 businesses, including 8% of the Italian medium-sized enterprises and 34% of the multinational corporations based in Italy. In 2016, the employment rate of inhabitants between 15 and 64 years old was 70,7%, while the unemployment rate was 6,2%. The tertiary sector represents over 70% of the local economic activities, with a prevalence of professional, scientific and technical activities, followed by commerce (10,9%), industry (8%) and constructions (4%). Since the ‘90s, tourism has enjoyed a remarkable boost, with a doubling of the number of arrivals (5.088.523 in 2016), 63,8% of whom are international visitors. The attractiveness of Milan is related to the enhancement of its leading role in the fields of fashion (some of the finest Italian fashion houses are headquartered in the city), design, communication, life sciences, food services, university and high-level services. Milan’s fair “Fiera of Milano” is currently the largest in Europe. In 2015, the city hosted the Universal Expo under the theme "Feeding the Planet, Energy for life". In 2026, together with Cortina d’Ampezzo, Milan will host the XXV Winter Olympic and Paralympic Games. Considering the expected population growth to 2030 (+5,6%, 1.458.170 inhabitants, mostly under 35 or over 85 years old), the City Masterplan 2030 complements the (previously planned) construction of new social housing (430.000 m2) with the structural and energetic renewal of the existing public housing. Additionally, it aims to develop the sector of affordable rent by directing public support towards private operations, favoring students and youth with low or medium salaries. However, the Masterplan does not generate new building volumes compared to the current planning, but it protects 1.7 mln m2 from possible urbanization by the agricultural land obligation of 3 mln m2, thus reducing land-take by 4%.From an administrative perspective, Milan is the capital of Milan Metropolitan Area and of the Region of Lombardy. The Mayor is elected directly from citizens and nominates up to 12 Deputy Mayors, all together constituting the City Government. The Mayor’s mandate lasts 5 years and can last for max two consecutive terms. The City Council, a collective body composed by the Mayor and 48 counselors, supervises the work of the City Government, similarly to a Parliament. The city is divided into 9 municipalities, each represented by a President and a Council.
