If your city has both action and energy access plans, please make sure to attach all relevant documents below.9Comment or describe the synergies, trade-offs, and co-benefits of this interaction1Many climate adaptation measures have GHG mitigation benefits and vice versa. For example, when setting new building codes for storm and flood resilience, we consider energy and water efficiency as well. Or when investing in renewable energy, we make sure that the power grid is resilient to extreme weather.

If your city has both action and energy access plans, please make sure to attach all relevant documents below.10Has there been a stakeholder engagement plan to develop the plan?1The overall Municipality Plan and Strategy as well as the more detailed action plans are adopted by Gladsaxe City Council after mandatory public hearing and debate. Transparency in political and administrative processes comes with well established routines and the debates on climate change mitigation and adaptation has matured over the years. The climate change mitigation plan serves as the platform for planning and specification of the concrete efforts. It is made in a collaborative process involving the four departments in the municipality administration and the local district heating company. Citizens and businesses are involved through local partnerships, networks and business associations.

14664131055Glasgow City CouncilEuropeUnited Kingdom of Great Britain and Northern IrelandIntroduction0.1Please give a general description and introduction to your city including your city’s reporting boundary in the table below.2Description of city1City boundaryGlasgow is the largest city in Scotland, and the fourth largest city in the United Kingdom. Historically part of Lanarkshire, the city now forms the Glasgow City council area, one of the 32 council areas of Scotland; the local authority is Glasgow City Council. Glasgow is situated on the River Clyde in the country's West Central Lowlands. The metropolitan Glasgow area includes the City of Glasgow and seven other local authority areas within its boundary: 1. Inverclyde2. West Dunbartonshire3. Renfrewshire4. Glasgow5. East Dunbartonshire6. North Lanarkshire7. East Renfrewshire8. South LanarkshireThe history of Glasgow presents an extraordinary story of a city that has remained resilient through over 250 years of successive shocks and stresses that have produced massive disparities in income, health and opportunity. With an ambition to be one of the most sustainable cities in Europe, we are recovering steadily from a post-industrial legacy of social, economic and environmental shock. Since the 1980s, Glasgow has transformed itself, drawing on cultural assets, investing in major regeneration programmes and diversifying the business sector. However, the journey is not over and our resilience continues to be tested by shifting macroeconomic trends, poverty and deprivation, health inequalities, and emergency incidents. We have no choice but to continuously develop our ability to function in the face of a changing climate. Glasgow City Council has recently established a Climate Emergency working group, declaring a climate and ecological emergency. The City published a report with 61 recommendations stating how to effectively address the climate and ecological emergency. The city council is now working on detailed action plans to support the delivery of all 61 recommendations and addressing both the climate and ecological emergencies in the city.
