Users and managers of buildings can use the guidelines and guidebooks to assess the carbon emissions from their buildings, to explore room for improvement and to develop emission reduction measures so that their buildings can achieve a smaller carbon footprint with less operating expenses through improving energy efficiency and waste reduction. The Government has also been taking the lead to conduct carbon audits for government buildings and public facilities.

Central building services installations of commercial buildings and the commercial portion of composite buildings are further required to carry out energy audits at least once every ten years. Audit results in a prescribed form have to be displayed for public inspection.
