Data from the 2014 emissions inventory was used in the creation of the model to set the city’s baseline emissions. CURB is an excel based model that uses city emission inventory data to project future emissions and suggestactions for reduction. The analysis presented here comes from the CURB model, and it helped Amman to shape its 2050 vision and action plan. The tool was developed in close coordination with the departments and units that manage infrastructure projects and policies in the Greater Amman Municipality, the government formed a technical working group that input data to the model. The actions that are selected to create the scenario are based on discussions with these departments and also reflect actions that the city is already taking. The baseline scenario is a “business as usual” projection that estimates what emission levels would be in the future with no emission reduction actions taken. The baseline uses Amman’s 2014 emissions inventory data, as well as future population and economic growth rates to project emissions. Actions were then selected in the tool for each sector to build a scenario that would reduce emissions below the baseline emission projections. Currently, the model pathway does not show that Amman can reach its 2050 near-zero emissions target. C40 considers near-zero emissions to be 0.01 tCO2e/person. Many cities who have committed to this goal are still exploring how to achieve aggressive long-term targets. The achievement gap should be used as an indication of the scale of ambition needed to achieve near-zero emissions.

However, many of these actions will require leadership from other levels of government and partnering with the GAM. For example, many actions in the building and water sector cannot be implemented by the city alone, and building codes are set at the national level. Thus, the Greater Amman Municipality government does not have the policy making, regulatory or fiscal power needed to lead implementation on all actions. Amman has a strong track record of collaborating with all levels of government, the international development community, and the private sector. The goal of the Amman Plan is to provide a structure under which these partnerships and projects can be coordinated to ensure that overlapping or conflicting work does not occur.

We are a world capital and aim to be a city for all Londoners. The Mayor's London Environment Strategy was published in May 2018, in which he committed London to becoming a zero carbon city by 2050. This year the UK Goverment passed legislation to commit the UK to its new target of net zero carbon emissions by 2050. London has developed a suite of innovative programmes to reduce emissions across the city. These include programmes to increase home and building energy efficiency, develop and fund decentralised energy projects, invest in clean waste infrastructure, and roll out low emission vehicles across London. Furthermore, to ensure London remains a great city and is a city for all Londoners, we need to ensure we can cope with extreme weather events today and that we plan for future long-term changes. The Environment Strategy examines the climate risks we face today and analyses how they are likely to change over the century as the climate changes. It then details the actions needed to help understand and manage extreme weather today and the impacts of longer-term climate change in the future. The Mayor wants London to be a leading low carbon capital and maximise the opportunities from the transition to a low carbon economy. London already has strengths in areas such as carbon markets, financing, legal services, and research and development. It is therefore in a good position to develop world-leading low carbon industries and realise an even greater share of this expanding global market by exporting its products and services around the world. Also, adaptation to climate change will not only manage the risk of climate driven impacts, but will bring positive benefits, including jobs, investment, economic security and a better quality of life.The Mayor of London heads up the Greater London Authority (GLA). The Mayor is responsible for making London a better place for everyone who visits, lives or works in the city. The GLA provides citywide leadership, setting an overall vision for London and creating plans and policies to achieve it. The GLA works closely with the local government councils of the 32 London boroughs and the City of London Corporation.
