The analysis provides the municipality with a basis for new measures that must be followed up through the emergency preparedness plan or through other measures. Regulations relating to municipal emergency preparedness:Section 1. purposeThe regulations are intended to ensure that the municipality safeguards the safety and security of the population. The municipality shall work systematically and holistically with public safety work across sectors in the municipality, with a view to reducing the risk of loss of life or damage to health, the environment and material values.The duty covers the municipality as an authority within its geographical area, as an enterprise and as a driving force towards other actors.Section 2. Comprehensive risk and vulnerability analysisThe municipality shall carry out a comprehensive risk and vulnerability analysis, including mapping, systematising, and assessing the likelihood of undesirable incidents that may occur in the municipality and how these may affect the municipality. The overall risk and vulnerability analysis shall be anchored in the municipal council.At a minimum, the analysis should include:A. Existing and future risk and vulnerability factors in the municipality.B. Risk and vulnerability outside the municipality's geographical area that may have an impact on the municipality.C. Existing and future risk and vulnerability factors in the municipality.D. How different risk and vulnerability factors can affect each other.E. Challenges related to critical societal functions and loss of critical infrastructure.F. The municipality's ability to maintain its activities when exposed to an undesirable incident and the ability to resume its operations after the incident has occurredG. The need for population alert and evacuation.Where there is a need for further detailed analyses, the municipality shall carry out further analyses or encourage other relevant actors to carry them out. The municipality shall stimulate relevant actors to implement preventive and harm-limiting measures.

This dataset contains 2021 data on cities' climate risk and vulnerability assessments, as reported by cities through the CDP-ICLEI Unified Reporting System in response to question 2.0b (" Please attach and provide details on your climate change risk and vulnerability assessment.") in the 2021 Cities questionnaire.
