The CCAP is a framework and strategy to respond to the vulnerabilities and risks our community faces in a changing climate. It focuses on impacts to City infrastructure, assets, operations, service delivery and response that in turn impact our community. This Background Report provides detailed information on the activities and assessments used to develop the CCAP - including analysis of localized climate change data; staff, stakeholder and public consultations; identification of potential impacts; vulnerability and risk assessments on potential impacts; and the development of an action plan and implementation schedule. Section five details the vulnerability and risk assessment processes used to identify impacts. The City identified potential impacts and then determined how vulnerable the City is to the impacts and how much risk is associated with the impacts. The Climate Change Adaptation Committee used the vulnerability and risk assessments provided through ICLEI to complete these tasks. The Adaptation Team worked amongst itself, with other City staff and with individual stakeholders to determine vulnerability and risk scores. The vulnerability assessment resulted in 35 of the 49 identified impacts scoring a V3 or higher (Table 3), the Adaptation Committee’s decided upon threshold for bringing an impact forward to the risk assessment process. The 14 impacts scoring a V1 or V2 were eliminated from the process, although these potential impacts will continue to be monitored and reassessed throughout the duration of the Adaptation plan. Full vulnerability assessment results can be found in Appendix J.After completing the vulnerability assessment the 35 impacts that ranked at a V3 or higher were brought through the risk assessment process. The purpose of the risk assessment was to prioritize impact that pose a more significant risk to the City. The risk assessment process resulted in the 35 impacts assessed being categorized into 5 of the 8 possible risk categories. These categories included Very Low, Low, Medium-Low, Medium and Medium High. None of the impacts assessed were in the High, Very High or Extreme categories. A more detailed breakdown of the risk assessment chart can be found in Appendix K. The impacts falling into the Medium-High, Medium and Medium-Low categories were prioritized for action. The impacts falling onto the Low and Very Low categories have been noted in the plan. Many of these risks will be addressed either through individual actions identified in the plan or through actions that address both a higher risk impact and a lower risk impact. A few have not been addressed but will continue to be monitored and reassessed throughout the implementation period of the plan. It is also important to note that the risk assessment did not evaluate impacts that already being addressed through action

El servicio de agua potable es provisto por Asociaciones Comunales de Administración de Acueductos (ASADAS). Las principales amenazas hidrometereológicas del cantón son las inundaciones y los deslizamientos (con registros pasados y presentes de eventos con pérdidas materiales principalmente), aunque se proyecta también el aumento en las temperaturas con posibles olas de calor y sequías. Se proyecta también que la frecuencia e intensidad de inundaciones y deslizamientos aumentarán por la variabilidad y cambio climático. Los principales impactos climáticos se vinculan al sector hídrico , la pérdida de biodiversidad, la afectación de infraestructura por inundaciones y deslizamientos, así como los cambios en el oleaje en la costa. Six of them are high risk disasters, namely floods, flash floods, extreme weather, earthquakes, drought, and landslides. Meanwhile, forest and land fires (karhutla) and the Salak volcanic eruption are at moderate risk. Meanwhile, the eruption of Gede volcano has a disaster risk in the low category. Based on the results of this study, more effective actions are needed in relation to policies and action plans in disaster management in Bogor Regency.The implementation of the results of disaster risk assessment in Bogor Regency requires commitment from all levels of society, especially the local government of Bogor Regency. Some of the recommendations in this document are expected to optimally build this commitment to local government and community structures so that conditions and culture are safe from disasters. Forms of commitment, support and legality from policy makers in the regions are also needed so that the results of this disaster risk assessment can be used as a reference in disaster management efforts in Bogor Regency. It is hoped that the agreement and legalization of the KRB document by the local government can strengthen the results of the risk assessment that has been prepared for disaster management policy making so that the vision of disaster management in Bogor Regency can be achieved.
