The International Local Government Greenhouse Gas Emissions Analysis Protocol (IEAP), established by the International Council of Local Environmental Initiatives (ICLEI), has been drafted within the framework of the general principles and philosophy that apply to each local government, regardless of location. ICLEI was founded in 1990 and has been operating since 2003 under the name of Local Governments for Sustainability.
