Este método se seleccionó dada las características que posee, la cual cuenta con una metodología consolidada. Dicha herramienta permite tener una contabilización sistemática de las emisiones de los gases en la ciudad, facilita la información y comunicación a la ciudadanía sobre los GEI en su territorio, a su vez, posibilita la comparación con otras localidades.Cabe señalar que este tipo de metodología es la herramienta de control adoptada globalmente por varios organismos internacionales, a los cuales Rosario está suscripta, y que han acompañado a la ciudad en esta aprobación y en el proceso de planificación climática. Este instrumento, habilita a la ciudad a identificar, comprender y evaluar la contribución de emisiones de las diferentes actividades que se desarrollan, así como los sectores más relevantes y sus aportes específicos. Además, de ayudar a realizar una línea de base de emisiones junto con el establecimiento de las metas de reducción, la conformación de medidas de mitigación para el plan de acción climática, para su posterior seguimiento y prepararse para los impactos del cambio climático, entre otros.Los ejes abarcados en el reporte fueron energía estacionaria, transporte y residuos, estos sectores son prioritarios en la política local por el impacto que tienen en el ambiente y en la calidad de vida de sus habitantes. A su vez, dichos sectores están compuestos por categorías. El nivel de reporte es básico. En los sectores de energía estacionaria y transporte, dicho estudio se realizó en base a las emisiones que ocurren dentro de los límites de la ciudad (alcance 1), y los provenientes de la energía suministrada en la red eléctrica (alcance 2).
