652CDP Cities 20113203City of ChicagoCommunityCommunity - External VerificationNotRepeatableC1.16a2011-Cities-ExternalVerification-C1.16aThe City works with hundreds of partners to vet its data collection per CCAP mitigation action. In order to verify that emissions analyses are being accounted for accurately, the City engages with a partner every five years if sufficient funds are available to run an emissions inventory. The last CCAP emissions inventory was conducted by the Center for Neighborhood Technology in 2007 for the year 2005, and the City is currently soliciting a Request For Proposals for the 2010 emissions inventory.00

663CDP Cities 20113203City of ChicagoCommunityCommunity - MethodologyNotRepeatableC1.42011-Cities-Methodology-C1.4The Center for Neighborhood Technology (CNT) calculated CCAP GHG emissions by gathering electricity consumption data from the local utility, ComEd, and applying carbon dioxide emissions factors associated with the local North American Electric Reliability Council region from the U.S. Environmental Protection Agency’s Emissions & Generation Resource Integrated Database (eGRID) and other emissions factors from the California Climate Action Registry General Reporting Protocol. The California protocol's Illinois values were used for CH4 and N2O factors, because eGRID had not yet published values for those greenhouse gases at the time of the study. CNT referenced an Intergovernmental Panel on Climate Change model to calculate emissions for CCAP’s waste and wastewater strategies.00

678CDP Cities 20113203City of ChicagoGovernanceGovernanceNotRepeatableGovernanceGovernance-FurtherInformationRecognition serves as an incentive. CCAP seeks to provide recognition through incorporating green initiatives into presentations to the Green Steering Committee (GSC) at the Executive department level, thus recognizing the efforts of project managers. CCAP has not established a formal recognition program for meeting specific targets but rather incorporates achievements into outreach and GSC presentations to recognize work that has been completed. CCAP creates further incentives by providing an avenue for City green-minded staff to accomplish their priorities and a community of support for this work, in addition to business as usual. Access and inclusion within the community that moves Chicago’s green agenda is helpful for City staff persons work. The City of Chicago sponsors a public GreenWorks Award program for businesses taking action on environmental topics. The awards are open to city departments and agencies and several of them have received public recognition from this program. In addition, departments and agencies are providing incentives within their own organizations. For instance, Chicago Public Schools recently instituted an incentive program for individual schools to reduce their energy consumption and meet recycling goals. A school that achieves a 5% reduction in energy use and meets recycling standards receives a portion of the financial savings from the energy reduction back to program at their discretion.10
