Higher density housing with good access to transit helps accommodate the City’sgrowing population and helps relieve traffic congestion, by increasing ridership on public transit. Thispolicy is incorporated in several Elements of the General Plan, including the Framework Element, HousingElement, Land Use Element, which includes the 35 Community Plans, and the Transportation Element. This policy has been implemented through such citywide ordinances as the Residential Accessory Services(RAS) zone, the TFAR ordinance, and other special ordinances targeted to the downtown.00

946CDP Cities 20113203City of ChicagoRisksPhysical RisksNotRepeatable2.1c2011-Cities-PhysicalRisks-2.1cChicago’s infrastructure is relatively old relative to its expected useful life. The water system was put in place 80-120 years ago as the city was being built along with the rail lines and the public transit system. As this infrastructure continues to age, it could compound the physical impacts of climate change. According to Oliver Wyman’s Corporate Risk Case Study, completed in 2008, the projected climate change impact on City departments and functions, for 2010-2099, could cost $2.54 billion in a high emissions scenario. In addition Oliver Wyman’s study provides us with a sense for the distribution of the risks across City Departments. In some cases, funds to accommodate climate change risk are part of Departmental operating budgets and in others, especially where the tasks are considered "investigate further" or "watch" the tasks are currently unfunded.00
