The goal is to achieve sustainability, the mitigation of GHG emissions and the adaptation to climate change impacts.Management actions are based on the development of a Regulatory Framework in order to allow feasible actions. GMC also develops links with institutions of excellence in public and private sectors, and with civil society organizations.The main piece of the Regulatory Framework is the Law n. 5.248/2011, that establishes the Climate Policy of the City and sets measurable, reportable and verifiable reduction targets of GHG emissions for 2012 (8%), 2016 (16%) and 2020 (20%), based on emissions recorded in Greenhouse Gas Inventory of Rio de Janeiro City, published in 2011. The Law also establishes City adaptation policy to face the climate change effects.Rios GHG Inventory was developed by COPPE/UFRJ, with alternative scenarios due to emissions mitigation actions in different sectors, involving the City as a whole. It presents the emissions resulting from the sectors: transportation; residential and commercial, public, refinery and fugitive emissions; land use and forestry, residential, industrial and commercial wastewater; industrial processes and solid waste. The alternative scenarios considered projects and actions incorporated into Municipality´s planning. Law n. 5.248/2011 establishes elaboration, updating and publication of the GHG Municipal Inventory every four years. To make the update of emissions registration possible, it is in process of implementation the GHG Monitoring System and Registry, for registration, monitoring and evaluation of GHG emissions of the City, in order to achieve the targets by tracking the several sustainable projects; and the GHG Emissions Communication System, an interactive website with real-time data regarding to the Climate Change Policy. Rio will be one of the first Megacities to operate a Monitoring System, joined to studies in progress into global standardization methodology for inventories. These projects are supported by the World Bank.The next steps of governance also include: Regulation of Law n. 5.248/2011, involving: Constructions, Goods and Services Contracts; Eco-efficiency, Control of Supplies and Education for Sustainability; Solid Waste and Transportation Goals; and Adaptation to Climate Change Impacts; Studies for regulation of decarbonization of Mega Events and City Events Official Calendar; Debates to evaluate TKCSA actions to reduce GHG emissions, with World Bank support. TKCSA is an enterprise member of the Metallurgical Complex of the Western Zone. In operation since 2010, its emissions are not counted in the inventory; Research project SMAC-FIOCRUZ, on climate change impacts on Public Health Sector of Rio de Janeiro City.As 80% of Rios economy are supported in service sector, its GHG emissions are mainly due to transportation and waste sectors, which improvement will find many obstacles due to the site and morphological characteristics and the historical process of urban development. Projects in these areas are very expensive.In transportation sector, the cost of opening new routes, associated with urban and social consequences, are added to difficulties entailed by decisions on rail transportation (trains and subway) under State Government responsability. Municipal initiatives are mainly in improving road transportation: the BRT (Bus Rapid Transport) and BRS (Rapid Bus System). Projects in the waste sector are hampered by the geographic condition of the landfill, located outside the city limits. The development of proper logistics is challenged to overcome the physical barriers and distances. Another important challenge is to increase the resilience of the city by facing the extreme events from climate change, mainly on floods and landslides, and the rising sea level. Population resettlement projects, environmental sanitation and slopes containment works are expensive. The solutions require creativity, and necessarily include environmental education of the population and interaction with various sectors of public and private initiative.Commitment efforts joint actions with Civil Society, the private sector and other spheres of government, such as public-private partnerships and awareness of the business class. An example of this process is the creation of the Carioca Forum on Climate Change, with representative segments of the population of Rio, whose role is to provide advisory support to the Mayor for adoption of public policies on climate change. | 0 | 0 | |||||||
