17873CDP Cities 201236426Riga CityGovernanceGovernanceNotRepeatable12012-Cities-Governance-1.0After Riga as the first European Capital joined the Covenant of Mayors and Riga Energy Agency (REA) fulfilling the task charged by the municipality, developed the Action plan, the main thing to take into consideration was that all city inhabitants will take part in its implementation, without reference to profession, place of work, gender or age. That is a reason, why choosing the Action plan structure, REA elaborated it for inhabitants easy to perceive and understand. After approval in 2010 in Riga City Council, the Action plan actually is a handbook for activities in all levels. It contains those policies, which are directly adaptable in Riga climatic zone to increase energy efficiency and to use renewable energy sources in city conditions. The Action plan covers the city energy supply, including the consumption sector, as well as the city lighting issues, transport – the areas, where the greenhouse gases (CO2, etc,) emissions could be decreased the most effective way.The implementation of the Action plan is started, and its management in Riga is entrusted to REA. The Action plan unremunerative management structures are being established, and the great importance has the Action plan implementation Management board, which consists of 11 representatives. The Management Board includes representatives from different interest groups – energy suppliers, inhabitants’ representatives, scientists, representatives from universities and state administration institutions, representatives form city council deputies and energy service companies. Riga obtained a positive experience from Management board actions, because in three year period this board was engaged in supervising the realization of REA Intelligent Energy Europe international establishment project. Currently, at the end of the REA international project implementation, the Management board is being kept with confidence of its usefulness, entrusting new functions – a supervision of the Action plan implementation.Another REA interconnection form with inhabitants’ representatives is cooperation agreements with Non-governmental organizations and professional associations. The main accent in these cooperation agreements is on information exchange and dissemination, as well as cooperation in common events. This kind of collaboration experience REA has already for several years.Assessment of current air quality in Riga shows that implementation of the first air quality improvement programme has yielded good results, although the set targets of pollution reduction in the city centre have not been achieved to the full extent due to the problems encountered in achieving the limit values of nitrogen dioxide and particulate matter. Municipalities in which the pollution levels exceed or may exceed the air quality standards are required to develop action programmes aimed at reduction of pollution. In order to improve current situation in Riga, the municipality has developed the “Riga City Air Quality Improvement Action Programme 2011-2015”.The Riga City Environment Programme 2011-2017 aims at achieving the top level and modern environmental governance. The proposed actions shall bring improved air and water quality, enhance waste management practices, reduce or eliminate pollution and their causes, improve energy efficiency and last but not least maintain the biodiversity. The Riga City EP 2011-2017 shall contribute to better management of green areas by improved infrastructure and accessibility to open space for everyone.In order to ensure better monitoring and evaluation of the document development of Riga development planning (Long Term Development Strategy till 2025, Riga Spatial Plan 2006-2018 and Riga Development Programme 2010-2013), a database www.sus.lv was created in 2008. The database includes several sections:Goals – in this section the defined long-term strategical goals of Riga city, as well as characterising indicators and evaluation over time can be viewed.Statistics – various data and charts on Riga are available by sectors (data sources: Central Statistical Bureau, LURSOFT etc.).Neighbourhoods – it is possible to view assessment tables and maps on the quality of life, provided by experts (for 23 service areas) by Riga neighbourhoods, as well as get acquainted with satisfaction rates of citizens on services provided by Riga City.Researches – studies made by institutions and structural units of Riga City Council are summarized here. Part of studies are public and available in the internet, but in case if the study is not public, the institution or contact person is indicated, where the study can be found.A database provides significant contribution in the optimization of work, as data about Riga are available together, already inserted in charts, and it helps to evaluate, whether Riga City moves towards the achievement of the set (including environmental, transport, water supply, power suply and heating sectors) objectives.00
