Thus, the corresponding absolute reduction was established between 1, 168 Gtcob2b-eq and 1.259 Gtcob2b-eq, 36.1% and 38.9% emission reduction, respectively.The NPCC governance rests with the Joint Ministerial Committee on climate change and its Executive Group, established by Presidential Decree n° 2007/6,263. The instruments for their implementation are, among others: the National Plan on climate change, the National Fund on climate change and the communication of Brazil to the United Nations Framework Convention on climate change.The municipality of Jaguaré/ES is a commitment by the Federal Government to reduce GHG emissions. It began in 1940, when 14 farmers descendants of Italians arrived in the region to settle there, occupying and promoting the development of the area, which belonged at that time to the city of Sao Mateus.During the development process of the region, either the farm or the loggings were extremely important. The place was called Lagoa Jaguaré due to a grass that existed there in abundance. As the lagoon was drying, the region became simply Jaguaré.The city, which today has an area of about 660km ², was created in 1981 by State Law No. 3445, and due to its small urbanized area, has only a few paved roads. The city presents a population density of 37.7 / km ². And is located at an altitude of 240 meters. It has an area approximately of 656km ², between the years 2000 to 2010 grew at a rate of 2.38% per year. The city makes limits with Sao Mateus at north, Sooretama at south, Linhares at east and Valerio Village at west. It has four districts: Fatima, Barra Seca, Jiral and Palmito. In the district of Barra Seca there is a large presence of sandbanks and grassland.The city is administered by a mayor, and has the Board composed by 11 councilors, chosen at municipal elections, which occur every four years. In 2005, almost ten years after the discovery of oil in the region, there were 62 exploration wells in the area. The handcraft is also quite busy in the city, mainly using materials found in nature, such as fibers, fabrics in addition to paintings and objects, materials for embroidery and jewelery.Among the tourist attractions of Jaguaré, one can be cite, the Barra Seca’s River, located in the vicinity of the city, ideal for swimming, fishing and admire the beautiful view of the place. The river is also used to practice Boat Cross, especially during the month of September, when are performed sports championship in its waters.The city, in its origin, was completely covered by Atlantic Forest, of which only about 6% statewide. Its devastation began in the nineteenth century, intensifying century later. The Atlantic Forest and associated ecosystems are extremely rich in species of flora and fauna, with life forms not yet described by science. In vegetation typical of the Atlantic Forest species found as, pequi, jequitibá, macanaíba, yellow peroba, sucupira, Brauna, ipe, bromeliad and orchid. Likewise, it is the very rich profusion of animal species found in the region, such as jaguar, ocelot, sloth, armadillo, paca, spider monkeys, capuchin monkey, deer, black hedgehog, German butterfly, tapir, mutum, among others, and many already endangered.Jaguaré also presents a varied cuisine, with dishes such as sweet papaya with ginger and canêdole, delicacy souce from Italian origin, made the basis of French bread, sausage, eggs, wheat and cheese. The city also has cultural attractions, as groups Folia de Reis, (Mineiro Pau) - folkloric dance that uses a stick in attack and defense simulations performed during his performance, where is considered a warrior dance - and Café’s dance, which was originated in the 1970s and currently coordinated by schools with high turnover of dancers. Another important attraction site is the patron saint festival of the city, a typical feature in many cities, especially in the country side, which mixes religion and entertainment. In Jaguaré, the Feast of St. Cyprian occurs at the Municipal Square, on September 16th.00
