126443CDP Cities 201731155City of Buenos AiresGovernanceGovernanceNotRepeatable1.1Cities-1.1-MitigationAdaptationIn 2011, the City Legislature approved the Adaptation and Mitigation Climate Change Law so as to establish the Climate Change Action Plan as a state policy in Buenos Aires City confirming the Government’s decision to grant climate change the importance its deserves, thus transforming it, into a real and cross-disciplinary state policy. Within this framework the City Government reviews the progress made in mitigation and adaptation actions and manages the overall responsibility for the city’s emissions reduction goals. The Climate Change Law establishes actions, tools and strategies to reduce human and natural systems vulnerability, protect them from the climate effects and strengthen its benefits. Since the Adaptation and Mitigation Climate Change Law was enacted, Buenos Aires Climate Change Action Plan is checked, adjusted and updated every 5 years, being 2015 the first review version, including progress in the period between 2010 and 2015.Its specific objectives are, firstly, to define the dissemination and communication strategies with the aim of ensuring access to information for all stakeholders. Secondly, it states to be the duty of the Enforcement Authority –Buenos Aires EPA– to create and coordinate an External Advisory Council, a consultative and honorary body, whose function is to assist and advise in the development of public policies related to climate change. It is integrated by well-known academics with proven track record and representatives of NGOs. This law also establishes an Interministerial Team: BA EPA must convene, articulate and chair said team, which should be composed of all the areas of the City Government ministries that are responsible for the planning and/or the implementation of public policies related to climate change. They work in discussion groups, where they discuss and articulate measures in a needed trans-disciplinary interaction. As regards its principles, to start with, this law establishes that when crafting mitigation and adaptation policies, the Executive must prioritize the needs of the most vulnerable social groups. Secondly, it defines climate Change as a cross topic, and as such, the City Government should integrate all public and private actions, accounting for the impact.00
