126461CDP Cities 201731155City of Buenos AiresGovernanceGovernanceNotRepeatable1Cities-1.0-GovernanceAlthough the Kyoto Protocol only sets legally binding GHG emissions reduction targets for developed countries, developing countries and their cities must also take on responsibility in reducing their emissions. In addition, as a member of the non-Annex I countries of the United Nations Framework Convention on Climate Change (UNFCCC), Argentina has assumed a number of mutual obligations, including the development of national programs and the periodical update of the GHG emissions inventory. As part of these obligations, the Argentinean Government submitted its First National Communication in July 1997 (and a revisited version of that communication in October 1999). In 2007, the Second National Communication was released, and finally in July 2015, the Third National Communication was published. Moreover, in October 2015, the country presented the Intended Nationally Determinate Contribution (INDC). After the COP XXI, Argentina commited to revisit and modify its contributions. In September 2016, the National Government firmed and ratified the Paris Agreement and presented its new INDC: In 2030, Argentina will not exceed the net emission of 483 million tons of CO2 equivalent (TnCo2 eq). The goal will be achieved through the implementation of a series of measures, focusing on energy, agriculture, forestry, transport, industry and waste. Despite the fact that Argentina's share of global GHG emissions in 2014 was 0.7%, the revisited INDC will account for a share of 2.8% of the country over the total of the unconditional global reductions. As for alliances with the national government, the city participates in meetings of the Federal Council of Environment (COFEMA, in its Spanish abbreviation), in various topics, and in particular in the Committee on Climate Change, now focused to set a preliminary outline of the National Climate Change Strategy (ENCC, in its Spanish abbreviation), and has participated actively in the development of the Third National Communication.Despite the fact that the City of Buenos Aires is not legally bound to execute emission reduction programs, its Government assumes responsibility for the GHG emissions produced by its 3.054.267 inhabitants and nearly 3.200.000 commuters that come from the Metropolitan Area surrounding the city. Bearing in mind the global effect of Climate Change, the Environmental Protection Agency of the City of Buenos Aires strongly believes that the only way to achieve GHG emission reduction is through Local Initiatives. In 2016, a national initiative called “Sustainable Cities”, which promotes the implementation of a minimum of ten programs related to environmental issues (including climate change) in order to get a certification. Buenos Aires City complied with this and it is working industriously to serve as an example of climate change strategic planning for all the country. Moreover from the sanction and regulation of the climate change law, the city must create a working space including the national and regional government, especially with Buenos Aires Province and surrounding municipalities, as well as developing a Climate Change Action Plan where the city's goals are stated. These goals in the short-term are based only on local actions, but when long-term goals are analysed including the influence of the National Government. In order to achieve our goals to 2030 Buenos Aires City needs that the national electricity grid goes less dependent on fossil fuels.00

126497CDP Cities 201731155City of Buenos AiresGovernanceGovernanceNotRepeatable1.2Cities-1.2-GovernanceIn 2011, the City Legislature approved the Adaptation and Mitigation Climate Change Law with the objective of establishing actions, tools and strategies to reduce human vulnerability and natural systems, protect its effects and strengthen its benefits; confirming the decision of the Government to grant Climate Change the importance its deserves, thus transforming it into a real and cross disciplinary state policy. Since this law was enacted, Buenos Aires Climate Change Action Plan is checked, adjusted and updated every 5 years, being 2015 the first review version, which includes the progress made in the period between 2010 and 2015. As a result of the adaptation of the greenhouse gases inventories to the GPC standard, the update of the baseline scenario (BAU), the concrete progress of the measures implemented in the 2010-2015 period, and the analysis of the emissions potential reduction of the measures to be implemented in the upcoming period, the city defines a new goal for 2020: Continuing with the path of action started in 2010, Buenos Aires City Government plans to reduce 30% emission in 2030, achieving a 10% by 2020. In addition to the three core pillars of the initial Action Plan –waste, transport and energy– a fourth pillar related to tree plantation in urban areas is proposed. An important part of all these actions will be a continuity of those initiated in the previous period, whilst new ones will be initiated in the period 2016-2020. To set the new goals and targets for the Climate Change Action Plan, the city took into consideration and included official Plans such as: Buenos Aires Green Program, the Hydraulic Plan, the Sustainable Mobility Plan, the Emergency Master Plan, and the Urban Tree Master Plan.1Cities-1.2-C2-Description2
