The leading national institution in climate change is the Ministry of the Environment.In the Climate Change Action Plan 2012-2025 in which Decentralized Autonomous Governments, such as the Municipality of Quito are instructed to include climate change criteria in their own local development and land use plans as well as the recently issued National Organic Environmental Code. As a local government, Quito aligns its climate change programmes and activities in the context of the national strategy, under these guidelines the city has designed its own strategy. Quito has been a pioneer city in the development of climate change policies and implementation of climate action, which has resulted in an advancement of the city, independent of national and regional activities. The city´s climate targets are specified in the Development and Land Use Plan 2015-2025 and were determined based on the local reality, and they have to relation to the national reduction target. Nonetheless is worth mentioning that certain national climate actions, such as the Energy Matrix Change to cleaner energy.00

In the municipal scale, the City is regulating an Energy Efficiency Law for public buildings which aims to define energy reduction targets for short term periods of time, and demands the development of the energy efficiency plan. On the other hand, there is a national law (N°27.191) which promotes renewable energies and has a renewable electricity target for year 2017, when 8% of the electricity consumed should be provided by these technologies, and by 2025 this target expand up to 20%.00

According to the experts, the Rio de la Plata water is not expected to suffer salinization because of sea level rise, expected from climate change. In the same line, in the short term, the treatment plant is expected to be able to provide water to the increasing population. On the other hand, more and more residents prefer bottled water to tap water, which means different access opportunities to water quality, as bottled water is more expensive. In the long term, an increase in energy demand may lead to cuts in the energy provision. As a consequence, a reduction in the water treatment plant capacity to treat and distribute drinkable water may take place.00

This policies are then implemented by different metropolitan companies and service providers. The city within its Climate Action Plan, has included the participation of different buisnesses that have a direct link with climate change potential impacts. There is a close coordination with service providers, that have including mitigation and adaptation measures in their buisness management plans, for instance the Metropolitan Water Services provider works together with the municipality in water sanitation programmes, the Metropolitan Waste Managment Service provider has a programme for electricity generation from the combustion of biogas. Additionally by the promotion of Good Environmental practices within buisnesses the Secretariat of the Environment works together with the private sector to reduce the city´s carbon footprint. In this sense the Secretariat of the Environment for a third consecutive time has launched the Environmental Distiction which recognizes different public and private companies, universities, schools, small buisnesses, neighbourhoods and private citizens that have implemented sustainable actions. One of the main indicators for this distinction is carbon footprint. The city works together with the private building sector in order to include sustainability and climate change criteria in the desing of their building projects. The Secretary of the Environment also works with the private sector with the Carbon Footprint Compensation Scheme, in order to call for investment in sustainable projects that contribute to the reduciton of the city´s carbon footprint. With this Scheme the private sector makes the commitment to measure and reduce their carbon foorprint in their operations.1Cities-5.1-C2-CollaborationDescription2
