In this regard, Mexico City leads the way nationally. Under Mexico City’s Green Plan, the DF was the first entity in the country to develop and implement a Local Plan on Climate Change. During the implementation of the first PACCM for the 2008-2012 period, 6 million tons of CO2e were mitigated, which represents a decrease of 4.5% over the baseline scenario.
