137966CDP Cities 201760621Lilongwe City CouncilOpportunitiesOpportunitiesNotRepeatable5.2Cities-5.2-OpportunitiesPROJECT NAME: Comprehensive Integrated Waste Management project/system(CIWMS).If well implemented, THE PROJECT will help fulfill the council’s dream of a garden city which is evergreen and clean.Ideally, the project is aimed at facilitating efficient, effective and sustainable delivery of solid waste management services that will result in improved sanitary conditions in the City of Lilongwe. The project would among others include employing several techniques such as composting, sorting, recycling, Incineration, land filling, and education to dispose off and/or minimize solid waste.APROACH AND METHODOLOGY.The implementation of CIWM project will be based on the newly adopted LCC Solid Waste Management policy which seeks to facilitate implementation of integrated and sustainable Solid Waste Management (SWM) in the City of Lilongwe.The project will be implemented by LCC in partnership with any willing donors or the private sector. This is in line with the Government national policy under the current Public Service Reforms Program which seeks to enhance the role of the private sector in the development of this country. The Lilongwe City Council will engage any interested donor(s) and or the private sector to build the landfill and other associated facilities at the current or any alternative dumping site, install equipment which is capable to do the sorting and or recycling of waste into usable products.This will also include generating of energy from waste through the use of released methane gas, feed it into the ESCOM grid for sale to city residents. The proceeds from the same will be shared between LCC and the firm.The Lilongwe City Council will partner with the private sector to ensure that all manner of waste is removed and deposited for use at the newly built landfill. LCC will also provide land for the landfill site, staff personnel and fleet of vehicles to help with refuse collection and supervision where need be.PROJECT ACTIVITIESThe proposed project may include the following activities:•Identification of Project Partners/donors and the private sector through the use of relevant procurement systems.•The actual construction of Landfill and associated facilities inside and around the landfill. •Procurement of sorting facilities to be done and the facilities to be placed at designated points.•Recycling plants to be procured and installed accordingly.•LCC to sign appropriate MOUs with partners (private sector) who will be engaged in refuse collection etc.•Undertake city wide sensitization programs on Solid Waste Management Systems.•Capacity building on waste management issues including composting etc. However, it should be noted that the above are just proposals but the actual activities will have to be defined by or with the relevant partner/private sector through an inception report.EXPECTED OUTCOMES.•Enhanced capacity of stakeholders in Solid Waste Management. •Promoted agricultural use of solid waste as raw material for production of compost manure to reduce the amount of solid waste to be managed by the City.•Reduced nuisance and water pollution arising from poor management of solid waste.•Minimized transmission rates of communicable diseases (e.g. Cholera and diarrhoea) that are nurtured by poor solid waste management •Maximized reuse and recycling of waste (e.g.paper and plastic products) in the city of LilongweKEY POLICY AREAS FOR GOVERNMENT SUPPORT.Ensure compliance with national policies and regulations governing solid waste management activities,including registration with responsible Ministries etc.5Cities-5.2-C4-ProjectDescription4

The tenant will also be given an opportunity to buy the property in case there is need for the same. The Council will contribute land in Area 27 for the proposed project and help to facilitate approvals of individual housing units and lay out plan for the housing estate. The private sector will finance construction of the houses and associated road infrastructure. Monthly housing rentals will be paid by tenants to a developer who will in turn be paying City rates to the Council.Project justification: The physical development of Lilongwe City(the City) is partly characterized by spontaneous growth due to rapid urbanization, lack of services and infrastructure. The City’s rising housing deficit and inadequate response of housing agencies has triggered the growth of squatter settlements which unfortunately are regarded as a city eye sore by planners. In spite of high demand for low income housing plots or low cost houses in the city, currently, there are neither serviced plots available, nor housing projects being undertaken in support of the urban poor.LCHE Project will therefore help provide the much needed decent houses for the low income group of people within the city. Ensure availability of a Local Urban Strategic Plan with sound measures on access to energy related urban services and climate change adaptation.1. Community Mobilization which will include participatory community meetings.2. Capacity building which will include sensitization on and promotion of the use of alternative energy sources.3. Undertake the survey to establish energy solutions that would be preferred by the targeted slum dwellers.4. Installation of street lights in strategic communal streets and solar energy facilities at all strategic public places e.g. hospitals, markets and public schools etc.5. Establish vibrant savings and entrepreneurship groups.6. Revise existing strategic plan and develop and adopt a new strategic plan with particular focus on safe energy.Malawi has a valid Public-Private Partnership policy that encourages private and public sectors to integrate in order to synergise efforts in achieving specific developmental objectives. Best practices and lessons learnt will be documented for learning purposes and rolling out or scaling up of the project. Crosscutting issues like Gender, HIV & AIDS, Environment, Inclussion of vulnerable groups will be mainstreamed into the project. The Lilongwe City Council will engage the relevant company to build the facilities and operate them. The proceeds from these facilities will in the first few years be used to repay the loan that will be obtained from any willing donors.The Lilongwe City Council will also pay for provision of electricity and water services to the project site and will also be responsible for its management.4.PROJECT ACTIVITIESThe proposed project in area 46 will have the following main components:•Project Partner identified through relevant service procurement procedures.•The actual construction of concrete based bus bays, •Construction of passenger “departure” terminal lounges and passenger “arrival” terminal lounges. Additional facilities would include the following:•Construction of a green food court and special warehouse.•Construction of green coffee shop, security office and a Min-superette.•Construction of a pharmacy shop and decent public toilets,•Construction of A GREEN forex bureau and an internet cafe.•Project Launch.5.EXPECTED OUTCOME.•Full provision of a model solar powered International Bus Terminal Lounges with portable water, solar electricity, sanitation facilities and associated functions on site for use by Malawians and all other travelers.Increased trade between Malawi and neighboring countries/cities resulting from improved mobility across borders.•Improved living conditions thereby reducing healthcare spending among traders and their families.•Increased revenue base of the Lilongwe City Council through property rate charges and taxes.•Obviously, the new infrastructure in this area will help improve the image and beauty of the city of Lilongwe.3Cities-5.2-C4-ProjectDescription4
