They promote the conservation, management and regeneration of native vegetation and also seek to ensure personal and public safety. The Act establishes the Native Vegetation Council as an independent statutory body in order to administer provisions of the Act. The Native Vegetation Council is an independent body and monitors the overall condition of the state's vegetation and makes decisions on a wide range of matters concerning native vegetation in South Australia. The Act allows for someone other than the person carrying out clearance to provide a Significant Environmental Benefit (SEB) offset area. This can be achieved by assigning a credit from an existing SEB area (e.g. sold) to a clearance proponent from an SEB credit holder or an Accredited Third Party Provider may establish a new SEB area for a clearance proponent. Assignment of an SEB Credit or establishment of a Third Party SEB enables landowners to work directly with companies and other agencies that need to offset their approved clearance activities. This will help establish a new market for environmental conservation in South Australia. Land holders can apply for a Heritage Agreement, which are ongoing or perpetual and are binding on future landholders. Native plants and animals in the specified area must be protected from the time the agreement is made. The Parks and Wilderness Council works with all sectors of the community and all levels of government to provide strategic leadership on the whole protected area system in South Australia. The protected area system covers both public and private land and is the cornerstone of our efforts to conserve nature. The Natural Resources Management (NRM) board develops its own Regional NRM Plan designed to meet the needs of the local regions and contribute to state level planning. They are also responsible for developing, managing and implementing local programs and promoting community engagement and education.
