O programa tem fomentado a busca pela melhoria das práticas organizacionais tanto do poder público municipal como do setor privado, visando aumentar a eficiência energética e reduzir o consumo de recursos naturais, de modo a reduzir as emissões de gases de efeito estufa, compensando apenas as emissões inevitáveis.
