The study will also include a comparative assessment of adaptation options, as well as an economic impact analysis.Previously, a sea level rise modelling study was conducted. The City of Cape Town’s Sea-level Rise Risk Assessment Report, of 2008, developed three scenarios to determine the risk that any sea-level rise posed to Cape Town. The City has noted these findings and has already initiated mitigation measures to reduce the sea-level rise and storm surge risks to vulnerable areas along the coastline.Additionally, the risk assessment and mapping of all settlements that are at high risk of flooding is carried out every year by the Winter Readiness Task Team. This flood risk assessment normally is based on historical data, expertise, and experience of different team members, then a formula based on Probability Rating, Impact Rating, and Vulnerability Rating is applied. After this exercise site visits are done for all settlements that scored high in the risk assessment, for the purposes of complementing the boardroom exercise and identify measures that can be implemented in mitigating flooding. Agreed measures get implemented during April and May, from June to August the implemented measures are monitored and reviewed accordingly. Each year the Winter Readiness planning is started at the beginning of February, thereafter meetings are held every fortnight till the end of October, whereby a Winter Close-Out Report is compiled and submitted.Finally, a disaster risk study has been undertaken for the City. O horizonte das medidas foi definido em 5 anos (baseados no tempo de mandato de prefeito). Desse modo com 10 anos a redução precisa ser duas vezes maior. Por exemplo, se em 5 anos as emissões de energia precisam reduzir 3,4% em 10 anos elas precisam reduzir em 6,8%, em 20 13,60% e em 40 precisam reduzir 27,20%.O exercício de combinação das metas para a construção dos cenários foi feito alinhando a metodologia de SBT (Science-Based Targets ) com o modelo de crescimento das emissões e as metas de redução das emissões definidas para a RMC. Para as emissões de poluentes foram estimados parâmetros compostos a partir das médias de redução de GEE associados aos setores que impactam diretamente as emissões de poluentes: Indústria, Transportes e Energia.Para avaliação dos cenários do modelo de emissões em relação às metas de limite de 2°C definidas no acordo de Paris foi feita uma adaptação das metodologias de Science Based Targets para a RMC. No caso da energia, como o Brasil detém uma matriz energética com baixa intensidade de carbono, as metas do cenário de 2ºC são muito próximas ao cenário business as usual. Porém, para as metas definidas para a RMC que estão alinhadas com outras experiências internacionais temos a necessidade de redução do volume absoluto de emissões.Para o setor industrial, o atingimento do cenário de 2ºC resulta numa situação inversa, onde as metas da RMC não atendem aos objetivos definidos no Acordo de Paris para limitação máxima de 2ºC, mas se aproximam muito. Porém, a diferença do cenário Business as Usual para os cenários de metas e o necessário para limitação do aquecimento aos 2 graus é significativa.Para a projeção das emissões totais foram construídos novamente os três cenários. Para o cenário de 2º consideramos que os demais setores onde não existem metas de SBT devem reduzir suas emissões na mesma proporção da indústria. Essa afirmação é compatível com os cenários traçados no último relatório do IPCC que destacam a extrema complexidade e ousadia das metas climáticas. As emissões de energia, que representam cerca de 20% do total seguiram o cenário das SBTs.
