In Porto Alegre, the Environment Secretariat is responsible for addressing environmental issues and it was the first Secretary of the Environment in our country, having been established in 1976, containing approximately 720 employees. The city, despite having problems of population living in poverty and sub-housing, boasts more than 80 awards and titles that distinguish it as one of the best capital cities to live, work, do business, study and have fun. Was highlighted in recent years also by the UN, Porto Alegre was considered three times the number 1 Metropolis in terms of quality of life in Brazil, as having one of the 40 best models of public management democratic world for its participatory budget and for having the best Human Development Index (HDI ) in health, sanitation, education, environment and economy among national cities. Data from the Brazilian Institute of Geography and Statistics (IBGE) showed the Porto Alegre in 2009, as the Brazilian capital with the lowest unemployment rate. Porto Alegre has a humid subtropical climate and presents the four well-defined seasons. It is considered one of the greenest cities in Brazil, Porto Alegre has about 1.3 million trees on public roads only, excluding parks, the rural municipality and private areas. The estimate of the secretary of the environment (Smam) puts the state capital in the privileged position of having almost a tree per inhabitant. Most industries are not located in Porto Alegre, the city has become a benchmark in the areas of information technology services, health, administration and finance, among others.
