The remaining 2/5 of the workforce have retirement benefits through the Department of Water and Power Employees Retirement System (DWPERS), or the Los Angeles Fire and Police Pension (LAFPP). The investment decisions for all 3 retirement and pension systems are driven by an investment policy adopted by each of their respective Boards. LACERS, through its Proxy Voting Policy and its Geo-Political Investment Policy, incorporates ESG into its decision making process. In April 2019, the LACERS Board of Administration approved becoming a signatory of the U.N. Principles for Responsible Investing. LACERS is currently developing an action plan to further incorporate ESG issues into its investment process. The Board’s investment staff are in charge of implementation and enforcement of investment policies, which includes managing the investment process beginning with a periodic (currently triennial) asset allocation exercise, which leads to modifications of its asset allocation structure and policy weightings, risk budget, the hiring and termination of fund managers, and periodic rebalancing adjustments.DWPERS' investment decisions begin with the Asset Liability Study. The study considers future returns and liabilities as well as risk tolerance to determine the optimal portfolio construction/allocation for the funds. Once the portfolio is constructed, the Board issues RFPs and interviews/selects investment managers for specific mandates with recommendations and assistance from staff and outside consultants.LAFPP does not have a specific ESG policy, but utilizes its Proxy Voting Policy to assist in pursuing certain policy objectives of whish ESG is included. The Board has a long-term investment horizon and uses an asset allocation plan that encompasses a strategic, long-term perspective of the capital markets. Since the asset allocation plan is paramount to system performance, LAFPP reviews its asset allocation plan at least once every 3-5 years which can lead to adjustments in asset class weightings and risk tolerance.24/06/2020 05:30:36
