As áreas de proteção ambiental compreendem67,2% do território joseense e são instituídas peloPlano Diretor por meio da Lei Complementar Municipal 612, sancionado em 30 de novembro de 2018. São José dos Campos apresenta Áreas de Proteção Ambiental criadas pelo Município, pelo Estado e pela União, com sobreposição de territórios. O Estado instituiu, com a Lei 11.262/2002, a APA de São Francisco Xavier e a APA do Banhado. O Decreto Federal nº 87561/82 criou a APA Mananciais do Rio Paraíba do Sul, que inclui o território municipal nas Microbacias do Rio do Peixe em São Francisco Xavier, da Represa do Rio Jaguari, do Rio Buquira, do Córrego do Vidoca e do Ribeirão dos Putins. O Plano Diretor sancionado em 2018 instituiu as seguintes UCs: Área de Proteção Ambiental Municipal de São Francisco; Área de Proteção Ambiental das Planícies Aluvionares dos Rios Paraíba do Sul e Jaguari; Área de Proteção Ambiental Municipal da Serra do Jambeiro; Parque Natural Municipal do Banhado - unidade de conservação de proteção integral criada pela Lei Municipal 8.756/2012. Parque Natural Municipal do Cerrado; Parque Natural Municipal Augusto Ruschi – PNMAR, criada pela Lei Municipal 8.195/2010. A cidade destaca-se também pela vocação técnica e científica, com a criação do Centro Técnico Aeroespacial (CTA) em 1950 e Instituto Nacional de Pesquisas Espaciais (INPE), em 1961, o aprimoramento da estrutura educacional, mais recentemente, a implantação do Parque Tecnológico com diversos centros de ensino e pesquisa, como o CEMADEN, UNIFESP, UNESP, além da UNIVAP reforçaram a vocação da cidade como polo científico e tecnológico. Sede do maior polo aeroespacial da América Latina, São José dos Campos reúne empresas de alta tecnologia, como Refinaria Henrique Lage (REVAP) da Petrobras, General Motors, Embraer, Ericsson, Johnson & Johnson e Panasonic.Atualmente a paisagem urbana joseense, devido a significativa industrialização, transformou-se para atender as demandas dos novos trabalhadores. As energy prices continue to rise, vulnerable and low income members of the community are often forced to consider whether they are able to afford the energy costs associated with air conditioning. An increase in extreme hot days can pose significant health and financial impacts for households that are trying to maintain healthy indoor temperatures. There are several barriers to the installation of solar PV systems for low income and rental households. These include access to upfront capital to purchase and install the solar PV systems; lack of clarity and trust in the solar market; and a split incentive between landlords and tenants, where landlords pay for the solar PV systems, while the tenant benefits from its installation. The Solar Savers Adelaide Program was designed in an attempt to overcome some of these barriers and to encourage the increased uptake of solar PV in residences within the City of Adelaide. Solar Savers Adelaide involves the City of Adelaide providing up front funding for the purchase and installation of solar photovoltaic (PV) energy systems on eligible low-income and rental residential properties. 40 properties participated in the program and had a ~2kW solar PV energy system installed on their property. CoA recovers the costs from participating property owners for facilitating the supply and installation of the solar PV systems through a quarterly separate rate charge over a 10-year period.
