This comparison is presented in the graph, where the horizontal line represents the target value of emissions to be achieved by 2020. Emissions (comparison 2005-2007) which should however be monitored in particularfor the energy uses of the tertiary sector (comparison 2005-2009). The increase in consumption forecasts for 2020 are not worrying. The JCR guidelines allow the municipality to adopt a per capita CO2 reduction target in cases where the municipal area is undergoing major changes, with significant increases in population. Although the case of Bologna does not show a high degree of processing (as mentioned earlier in the increase of the CO2 emissions highlighted in the BaU scenario are 3.5% compared to the BEI 2005) and even if the city has decided not to opt for a per capita approach, for the sake of completeness, the comparison of the emissions of the BEI 2005, MEI, 2007, MEI 2009 and BaU 2020 are presented in terms of specific consumption per inhabitant. The per capita value in 2020 is in line with that of the BEI 2005, because the scenario takes into account the increase in consumption based on specific values compared to the 2005 population. However, the comparison between BEI 2005, MEI 2007 and MEI 2009 per capita shows an increase between 2007 and 2009, confirming that the growth in emissions is mainly attributable to the tertiary sector24/06/2020 05:28:18
