Another common task is secured water supply, especially when it comes to drink-water but also water for irrigation of farm land and water for industrial needs. The remit for the national level is both to provide data and support municipal spatial planning and other remits for the local/regional level. On the other hand, regional plans as for example climate adaptations are tasks for every county administration in Sweden. Gotland is unique by the fact that the county's and the region's responsibilities covers the same geographical area. The county administration's recent plan for climate adaptation on Gotland includes measures also within the responsibilities of other organizations, amongst them measures that will be carried out by Region Gotland and are collected from the region's activity plans for the present and next years. The national planning and building act will, according to a proposal in the national government, from August 2018 also include climate adaptation for municipalities as follows: The municipal overall plan shall reflect the municipality's view of the risk of damage to the built environment as a result of flooding, landslides and erosion that is climate-related and on how such risks can decrease or cease , and for municipal detailed planning: The municipality may in the detailed plan decide, that site improvement permits is required for 1. tree felling, 2. afforestation and 3. ground measures that can degrade the soil's permeability. Section 3 does not apply to measures for street, road or rail on land according to plan allowed to be used for that purpose. National climate change activities as new building standards in the aspects of energy supply, energy efficiency and capacity to endure extreme weather conditions as heavy rainfall, heavy snow cover, storm or heat waves are mandatory for the region, but as pointed out by a national governmental report from 2017 ( SOU 2014:42 " Who has the responsibility?" ) a wider national responsibility for climate change damages on ground, built infrastructure and already existing buildings is to be developed. The Region’s opinion, as by February 2018, reflected, in the response on the County administration's proposed plan for climate adaptation, is that measures for adaptation to climate change span over a very wide range of activities and is of various kinds within the region’s operations. Responsibility and the knowledge of what needs to be done, therefore must be included in the respective activity. The region points out that climate change is already integrated in a number of policy documents and activities within the region and a wide range of measures are in progress, as evidenced by statements from the technical department. Accurate and updated different planning and policy documents from the national level will be needed to support the local /regional level at a faster pace, not least as aid in calculating the socio-economic factors related to climate change adaptation and to clarify various responsibilities. | 24/06/2020 05:28:18 | ||||
