The law requires the state to develop and implement a plan to reduce greenhouse gas emissions by 25 percent from a 2006 baseline by 2020. (The 2011 GGRA Draft Plan was released in March 2012 with the final plan to be completed in December 2012). To provide a sense of scale in the GHG reduction challenge at the state level, the state of Maryland’s GHG emissions are roughly equivalent to the GHG emissions of Norway and Sweden combined. Under the GGRA, by 2015, the Maryland Department of the Environment is required to provide an emissions action update with a decision required by the legislature in 2016 on whether to continue, adjust or eliminate the 2020 target.
