Helsinki's energy efficiency standards are much higher than the national building code demands. Especially plot assignment stipulations are used to demand high energy efficiency. There is a recent decision that in all new plots given out by city in price or quality competitions the buildings must fullfill A-class for energy efficiency (C-class is national standard). For city-owned public service and apartment buildings the standards are even higher and are in line with new carbon neutral Helsinki action plan (-80 % emission reduction by 2035).In Helsinki's environmental policy (2012) there is an energy efficiency target of 20 % per capita between 2005-2020 and it seems possible to achieve. Helsinki has also signed a national agreement on reducing energy consumption in city owned buildings with 7,5% between 2017-2025.For old neighbourhoods there is a goal in climate mitigation action plan to prepare a energy renessaince (retrofitting) programme for privately owned old buildings, and that is prepared by the end of 2019.
