CVMC Chapter 20 was revised to include the evaluations, known as the "Free Resource & Energy Business Evaluations" (FREBE) program. The measure helps businesses identify efficiency opportunities at their facilities, access rebates and financing for efficiency improvements, and lower their monthly utility costs. As part of the South Bay Energy Action Collaborative (SoBEAC), Chula Vista is working with neighboring jurisdictions, SANDAG, and SDG&E to launch a new business engagement effort in 2014 to facilitate no and low-cost energy efficiency improvements. National City is implementing the FREBE evaluations under the City of Chula Vista supervision. The City's also provides CLEAN Business Program to better recognize and assist participants interested in a broad range of sustainability issues including efficiency improvements.
