On one hand, there is the central Ministry of Local Government. On the other hand, at the local level, there are Local Government Units (LGUs). These local governments include city and municipal councils as well as small village councils and committees. In total there are 383 local governments, while the Palestinian Territories (Gaza and the West Bank combined) only cover 6,020 km². Almost three quarters of the Palestinian population lives in 132 cities, whereas the 251 villages are often very small and have few resources to provide their population with basic facilities. The Ministry of Local Government therefore plans to strengthen the institutional capacities of the local governments. Part of the plan is to merge small villages and municipalities into new municipalities or cities, so as to pool resources and to provide for waste collection, to lay out parks or to build hospitals or schools.
