153300CDP Cities 2018201836477Comune di LuccaItalyEuropeGovernance and Data ManagementGovernance1.1Please describe how your city manages overall responsibility for climate change mitigation (emissions reduction) and adaptation (climate risk reduction).00In Lucca have been addressed through specific regulatory initiatives and by the realization of a Pedestrian Zone and a LTZ operating with a specific regulatory (admissionand access) policy enabling access to different user categories (e.g. resident people, freights vehicles for the delivery service, tourists direct to the hotels). A contribution to rationalising city logistic processes was also provided by the development of the Lucca SULP (Sustainable Urban Logistics Plan - 2014), developed by the Municipality under the IEE ENCLOSE Project. The Lucca Municipality realized also an Urban Consolidation Center (UCC), “Eco-Friendly City Freight Distribution” within the LIFE05 ENV/IT/000870 CEDM project. The UCC, named “LUCCAPORT”, operates goods distribution with full electric vehicles with the aims to reduce the trafficrelated energy consumption, the gas emissions and noise, and to preserve the quality of the urban environment.More recently, after an analysis of the results and in order to enforce the actions set out with the establishment of the UCC, the Lucca Municipality has planned to act directly on the logistic access control regulatory policy concerning the historic centre with an updating and extension of the existing Access Control System (based now on Automatic Number Plate Recognition-ANPR) in order to check not only the entrance time to LTZ (which is already feasible with the system in place in Lucca), but also the exit time of any authorized vehicle inside the LTZ.from this technological solution proposed in LIFE ASPIRE allowing the recording of the permanencetime of each vehicle entering in the LTZ.24/06/2020 05:28:18
