Nesse escopo, cabe também a articulação com outras esferas públicas e privadas para o estabelecimento de metas e incentivos para estimular a utilização da energia limpa pela população.Afim de garantir a execução do projeto e sua viabilidade financeira, dividiram-se as instalações de painéis fotovoltaicos em módulos, priorizando-se a ação no edifício sede da PCR, nas escolas e creches municipais, nas academias da cidade e, finalmente, nas Upinhas e Unidades de Saúde da Família.Se executado, esse projeto gerará uma economia anual de R$17.424.000,00 aos cofres municipais a partir do sexto ano de sua aplicação.
