OMERS serves 984 employers and almost half a million active, deferred and retired employees of nearly 1,000 municipalities, school boards, libraries, police and fire departments, and other local agencies in communities across Ontario. The City of Toronto is part of OMERS however has no direct way of influencing investment decisions. (2) These will be merged into OMERS in the next 12 to 18 months – however, currently each has a "Board". Four out of these five Boards have one independent chairman, three City staff, and three trustees (retirees) that use an outside investment consultant to assist with hiring external fund managers in the areas of fixed income and equity investment.
