The constitutional framework of the HKSAR is provided by the Basic Law, enacted by the National People's Congress of the People's Republic of China (PRC) under Article 31 of the Chinese Constitution. The HKSAR enjoys a high degree of autonomy in accordance with the principle of 'one country, two systems' and the Basic Law. With a GDP of about US$363 billion in total or US$48,673 per capita in 2018, Hong Kong has established itself as a major international financial and business centre owing to its prime location, high-speed communication infrastructure, as well as free flow of information and capital. It is also one of the world's largest trading economies, and has been ranked the world's freest economy for the 25th straight year by the Heritage Foundation. Hong Kong has a sub-tropical climate surrounding by the South China Sea and Shenzhen River. With only about 1,106.7 square kilometres of land, Hong Kong is home to some 7.5 million people. Its steep mountains leave 24% of total land area for people to live and work in. Urban renewal, extensions to existing new towns is thus necessary to meet with the acute housing demand. Nevertheless, about 40% of Hong Kong's total land area has been designated as 24 country parks and 22 special areas for conservation, education and scientific studies. The Government is committed to enhancing the quality of the environment for local citizens, with work priorities in combating air pollution, implementing a solid waste management policy, improving harbour water quality, promoting energy efficiency and conservation, and tackling climate change.
