To address the “hard to reach” energy savings, Seattle City Light is developing programs specifically aimed at enabling greater levels of energy efficiency depth in buildings. Whole building programs, such as Pay for Performance and Energy Efficiency as a Service (EEaS) are two approaches to increase energy savings in commercial buildings. Incentive payments are made over time based on measured energy savings and allow participants to bundle multiple projects and measures, across capital, operational & maintenance, and behavioral improvements. Seattle City Light will pilot Energy Efficiency as a Service (EEaS), which is explicitly designed to help participants overcome the split incentive barrier in commercial buildings, where there is little motivation for a building owner or investor to finance deep energy retrofits whose benefits accrue to tenants. EEaS lets investors finance projects with a predictable return, owners generate a new revenue stream, and tenants occupy productive and energy efficient spaces. The city is built around the South Saskatchewan River, within the Saskatchewan River Basin which meanders over the three Prairie Provinces. Regionally, Saskatoon is located within the Prairie Pothole Region of the northern Great Plains, characterized by numerous shallow wetlands and streams. The climate is considered to be humid continental with long cold winters and short warm summers. Extreme temperature and weather conditions are common throughout each of the four distinct seasons, with mean temperatures ranging from normal highs of 25°C (77°F) in July to normal lows of -23°C (-9°F) in January. Summer tends to be the wettest season, with the potential for convective storms to bring torrential rains, hail, high winds, intense lightning, and on rare occasion, tornadoes. In general, the frost-free growing season lasts from mid-May to mid-September. The Saskatoon region is considered to have one of the most diversified economies in western Canada, with 7 dominant industries within the region: Mining and Energy; Manufacturing; Transportation; Life Sciences; Construction; Technology; and Agriculture. This strong economy has resulted in continuous and substantial population increases in recent years, with Saskatoon’s population reaching an estimated 272, 200 on July 1, 2019. The population data reveals significant increases in both net interprovincial and intraprovincial migration. As of the 2015 city boundary alteration, the land within the City Limits comprises of 236.38 square kilometres.
