Australia’s Nationally Determined Contribution (NDC) has committed to reduce emissions by 26 to 28 per cent below 2005 levels by 2030 under the Paris Agreement. The Government of South Australia’s target, as per the Climate Change and Greenhouse Emissions Reduction Act, 2007 is to ‘reduce emissions at least 60% to an amount that is equal to or less than 40% of 1990 levels’.The City of Adelaide’s target for the City of Adelaide community is to have zero net carbon emissions by 2025 and to have zero net carbon emissions from its operations by 2020. As such, the City of Adelaide’s targets exceed Australia’s and South Australia’s target and is more ambitious than the NDC. In pursuing this target, the City of Adelaide’s key assumption is that the carbon-intensity of electricity grid will continue to reduce both in real terms (renewably generated electricity) and the associated emissions factors (via the Department of the Environment and Energy).The Australian Government has introduced a Renewable Energy Target (RET) to reduce emissions of greenhouse gases in the electricity sector and encourage the additional generation of electricity from sustainable and renewable sources. The target for large-scale generation of 33,000 GWh in 2020 equates to 23.5 per cent of Australia’s electricity generation in 2020 coming from renewable sources. The renewable energy target is driving a transition in Australia’s energy sector, and in South Australia, a number of large wind energy projects were established, which has reduced the carbon intensity of the electricity supply from 0.86 tonnes CO2-e/MWh in 2005 to 0.51 tonnes CO2-e/MWh (Scope 2 only) in 2018 (July 2018 National Greenhouse Gas Factors – SA). The Scope 2 electricity emission factor represents a three-year rolling average of generation sources. As such, the impact of the last three years’ increase in renewable energy generation that is already in the grid will be reflected in the state-based Scope 2 electricity emission factors over the next few years.
