O déficit hídrico nos períodos de precipitação escassa e os problemas ocasionados pela precipitação intensa (enxurradas, enchentes, alagamentos, deslizamentos e erosão) têm impactos negativos nas áreas tanto urbanas como rurais.” Nos últimos oito anos (2003 a 2010), a Defesa Civil do Rio Grande do Sul registrou a ocorrência de eventos climáticos extremos relacionados à falta ou ao excesso de chuvas, com algum tipo de prejuízo, em 458 municípios do Estado, o que representa mais de 90% do total de municípios gaúchos. Elle est entourée des communes d’Arrondissement de Yaoundé 6 ème à l’ouest, de Yaoundé 4 ème à l’est, de Yaoundé 5ème au nord-est, de Yaoundé 1er au nord, de Yaoundé 2ème au nord-ouest, de la commune de Bikok au sud et de la commune de Mbankomo au sud-ouest. Elle couvre une superficie de 6 800 hectares. Selon le résultat du recensement général de la population et de l’habitat de 2005, la population estimée de la CAY 3 était de 252 501 habitants. Sur la base du scénario moyen de croissance démographique du Plan de Développement Urbain (une croissance de 5,8% par an entre 2005 et 2010, 4,5% entre 2010 et 2015 et 3,45% entre 2020 et 2035), la population de la Commune est d’environ 476 016 habitants. La grande partie de cette population se trouve sur la partie nord. La partie sud est rurale et encore largement sous-occupée. Le relief de la commune est constitué de vallons entrecoupés de cours d’eau et de nombreux plateaux favorables à l’urbanisation, ainsi que des zones de bas-fonds marécageuses et inconstructibles. Elle renferme plusieurs bassins de rivière convergeant au niveau d’AFANOYOA-NOMEKIL ainsi que de nombreux lacs et étangs dont les plus importants sont le lac central et l’étang piscicole d’OBILI situé dans le domaine de l’Université de Yaoundé 1. Malheureusement, toutes ces rivières sont sujettes de pollution parce que transformées en poubelles (toutes sortes de détritus y sont déversés). Elles sont très souvent obstruées et favorisent des inondations chaque fois qu’il y a de fortes pluies. Un climat tropical est présent à Yaoundé 3. Selon la classification de Köppen-Geiger, le climat est de type Aw. La température moyenne annuelle à Yaoundé est de 23.7 °C. Chaque année, les précipitations sont en moyenne de 1643 mm. Mais La stabilité du climat y est de plus en plus perturbée et les températures sont rudes en saison sèche.
