There are various reasons why the emissions have decreased. Concerning CO2 emissions from heat consumption, it is due to the fact that consumption has gradually decreased since 2011. Concerning concrete district heating consumption, this has increased, but the actual emissions has decreased, because the CO2 factor for the district heating in Elsinore Municipality has decreased from 136 kg CO2/MWh in 2015 to 94 kg CO2/MWh in 2017.
