Founded in the 5th century, it has served as capital of various Georgian kingdoms and republics, being one of the most important cities in the region. Tbilisi is located in the South Caucasus at 41° 43' North Latitude and 44° 47' East Longitude. The city lies in Eastern Georgia. The elevation of the city ranges from 380–770 metres above sea level and has the shape of an amphitheater surrounded by mountains on three sides.Tbilisi has a humid continental climate with warm to hot summers and cold winters. The average annual temperature is 12.7 °C. Average annual precipitation is 568 mm. Snow falls on average 15-25 days per year. Northwesterly winds dominate in most parts of Tbilisi throughout the year. Southeasterly winds are common as well. Tbilisi is the economic center of the country, generating almost half of Georgia's GDP. The service sector is dominating and contributes approximately 88 percent of GDP. The service sector itself is dominated by the wholesale and retail trade sector, reflecting the role of Tbilisi as transit and logistics hub for the country and the South Caucasus. The manufacturing sector contributes only 12 percent to Tbilisi's GDP, but is much larger, by employment and total value added, than the manufacturing sectors in any other region of Georgia.The status of Tbilisi, as the capital of Georgia, is defined by the Constitution of Georgia and Code of Local Self-governance. Tbilisi's legislative power is given to its City Council (Sakrebulo) and executive power to the Tbilisi City Hall. The City Council is elected once every four years. Mayor of Tbilisi is also elected every four years by direct elections. Administratively, the city is divided into districts.
