Mesmona presença de respostas fundamentadas na adaptação planeada aos cenários climáticos futuros, existirão sempre riscos climáticos que irão afetar o município em múltiplos aspetos ambientais, sociais e económicos. Torna- -se por isso fundamental a análise, desenvolvimento e implementação de um conjunto coerente e flexível de opções de adaptação que permitam ao município estar melhor equipado para lidar com os potenciais impactos das alterações climáticas, bem como tomar partido de potenciais oportunidades. Esta EMAAC foca-se na identificação de opções e ações de adaptação planeada que visem promover a minimização dos efeitos das alterações climáticas.
